Mr. Phillips asked how citizens on limited incomes <br />would pay increases with across-the-board increases, and stated it <br />would be a burden on rate users. He stated it was not good timing <br />for an increase, and he wants the City to have a civil engineer to <br />manage the city. Bill Coddington stated he is speechless with this <br />proposal. No one else wished to speak, so Mayor Morris closed the <br />public hearing. Mr. Moore moved for approval of the Ordinance on <br />first reading and Ms. Kissler seconded the motion. Mr. McLain <br />encouraged the City to implement meter size in the rate structure, <br />and with current information could work on an inverted block rate. <br />Mr. Hart stated he was not sure we have all data needed to put a <br />rate structure in place. Mr. Gilley advised we do have information <br />to increase the rates, and stated the rate structure can become more <br />equitable with future data gathered. He stated the information can <br />be collected for a year to implement an inverted rate. The Council <br />wants to look at a conservation rate in May. This Ordinance <br />increase is a flat rate structure. Mr. Guerra asked if the increase <br />will hurt economic development, and Mr. Gilley stated a reliable <br />water supply enhances the ability to have economic development <br />expansion, and that our present rate structure is not high to begin <br />with. The suggested increases will result in over 50% increase in <br />rates over the next five years. Not utilizing working capital and <br />payment of bonds were major reasons for increases this year. The <br />Council requested the amount used from fund balance to balance the <br />budget because of no rate increases. On roll call the following <br />vote was recorded: <br /> <br />AYE: Moore, Hernandez, Morris, Kissler, Plummer. <br /> <br />NAY: Hart, Guerra. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was <br />read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, CHANGING THE NAME FOR THE 2100 THROUGH 2800 BLOCKS OF <br />NORTH LBJ DRIVE TO BISHOP STREET¡ PROVIDING FOR PUBLICATION AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Hernandez stated no one had spoken at the Planning Commission's <br />public hearing either. Ms. Kissler moved for approval of the <br />Ordinance on first reading and Mr. Moore seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 <br />FISCAL YEAR TO PROVIDE FUNDING FOR PARKING METER REMOVAL AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion. Mr. Guerra moved to amend the <br />Ordinance for approval on first reading rather than emergency and <br />Ms. Kissler seconded the motion. Mayor Morris moved to amend the <br />Ordinance to replace Exhibits A and B with new exhibits presented <br />and Ms. Kissler seconded the motion, which passed unanimously.
