<br />62 <br /> <br /> <br /> <br />Regular Meeting December 9, 1991 Page 4 <br /> <br /> <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A WATER LINE <br />OPERATING AGREEMENT BETWEEN THE CITY AND MAXWELL WATER SUPPLY <br />CORPORATION; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SUPPORTING THE INITIATION OF A FEASIBILITY STUDY FOR A <br />REGIONAL AIRPORT SERVING THE AUSTIN-SAN ANTONIO CORRIDOR AREA¡ <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced a discussion regarding the possibility of <br />Bond Propositions on the May, 1992 Election Ballot and direction to <br />Staff. The Council discussed the propositions that had been on the <br />September, 1990 Ballot which they felt were important to pursue <br />again in May. The Council directed Staff provide current figures on <br />Propositions 5 ($2,400,000 for storm and drainage and flood control <br />planning and facilities), 7 ($4,600,000 for street and drainage <br />improvements) 15 ($200,000 in Airport Bonds to build aircraft <br />hangars) and information on a Multi-Purpose Center. <br /> <br />Mayor Morris introduced a discussion regarding the possibility of <br />Referendum Issues on the May, 1992 Election Ballot and direction to <br />Staff. Mayor Morris stated there was a possibility of placing the <br />Little League's use of parkland on the ballot in May. Mr. Taylor <br />advised the Charter Review Commission's report would come to the <br />Council in January. Mr. Gilley was directed to contact the <br />Co-Chairs of the September, 1990 Bond Committee regarding supporting <br />the Bond Propositions on the May, 1~92 Ballot. <br /> <br />Mayor Morris introduced a discussion regarding the extension of <br />roadway of Barnes Drive and direction to Staff. The Council asked <br />what the cost would be to extend the roadway, and Mr. Gilley stated <br />there are several constraints to extend the roadway and from the end <br />of Barnes to the Police Department's roadway is not a planned <br />roadway. Mr. Hernandez stated some of the manufacturers in that <br />area are interested in extension the roadway by participation. Mr. <br />Patterson stated one constraint was a shooting range and driving <br />range in the portion of the Police property. The Council requested <br />the Staff bring recommendations to the Council and maps showing the <br />area. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />advised the Council Student Government Day will be December 19. (2) <br />Mr. Gilley stated Sights and Sounds of Christmas was held last <br />weekend and he appreciated the Council's participation and <br />especially appreciated Kelly Franks' coordination of the event. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report. <br /> <br />Mayor Morris introduced the City Council's Report. (1) Mr. Hart <br />asked if the signalization sychronization project was still going <br />on, and Mr. Gilley advised him that it is. Mr. Moore asked if Mr. <br />Jenkins is the liaison on this matter, and Mr. Gilley stated that he <br />is. Mr. Moore requested Mr. Jenkins to see if during the Christmas <br />holidays the lights at Sewell Park and Sessoms could be cycled while <br />no one is crossing. Mayor Morris has already made this request to <br />the State to have permanently, but they have not yet replied. <br /> <br />Mayor Morris introduced an Executive Session pursuant to Article <br />6252-17, section 2(e), V.A.C.S., to discuss pending litigation (City <br />of San Marcos vs. LCRA) and matters where the duty of the City <br />Attorney to the City pursuant to the Code of Professional <br />Responsibility of the state Bar of Texas clearly conflicts with <br />Article 6252-17. Mr. Moore moved the Council adjourn at 9:40 p.m. <br />and Mr. Hernandez seconded the motion, which passed unanimously <br />(Mayor Morris not present to vote on this item but present for the <br />Executive Session). <br />
