Clarence Miller stated he aprpeciates the efforts made <br />by the City Council to attract new business to the City. Mr. <br />Coddington was provided figures in the agreements by Mayor <br />Morris. No one else wished to speak, so Mayor Morris closed the <br />public hearing. Mr. Hernandez stated the prime purpose of these <br />tax abatement agreements was to provide needed jobs in our <br />community. Mr. Moore moved to amend the San Marcos Factory <br />Stores, Ltd. and VF Factory Outlet, Inc. Agreements on Page 2 in <br />Article I, Section I to add the date of May 31, 1990 and Ms. <br />Kissler seconded the motion, which passed unanimously. The <br />Council directed copies be made available at City Hall and at the <br />Library for citizens' review. The Council then voted unanimously <br />for adoption of the Resolution. <br /> <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF THE SALE OF <br />LOTS 316, 317, 318, 319, 320 AND 321 IN BLOCK FIFTEEN (15) <br />OF THE WESTOVER ADDITION TO THE CITY OF SAN MARCOS, LOCATED <br />ADJACENT TO THE 1200 BLOCK OF BISHOP STREET, SAN MARCOS, <br />TEXAS TO SCHEIB OPPORTUNITY CENTER, INC.; AUTHORIZING THE <br />CITY MAANGER TO EXECUTE A SPECIAL WARRANTY DEED CONVEYING <br />SAID PROPERTY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading <br />and Mr. Plummer seconded the motion. Havard Claybourn, one of <br />the Directors of Scheib, stated they would like to begin <br />construction immediately and requested the Council consider <br />adopting the Ordinance on emergency. Mayor Morris moved to amend <br />the Ordinance to adopt it on emergency and Mr. Guerra seconded <br />the motion, which passed unanimously. The Council then voted <br />unanimously for adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration adoption of a <br />Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPOSED <br />AGREEMENT REGARDING WASTEWATER IMPROVEMENTS BETWEEN THE <br />CITY, COMPOSITE TECHNOLOGY ENGINE COMPONENTS (CTEC) AND ROHR <br />INDUSTRIES, INC.; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption of the Resolution and to amend the <br />Agreement on Page 2, Section 6. to add the amount of $24,325.42 <br />and Mr. Plummer seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of minutes of <br />the Regular Meeting held January 8, 1990, approval of two <br />Ordinances on second reading, adoption of two Ordinances on third <br />and final reading and adoption of three Resolutions by consensus. <br />The Council removed Item 10.D. (1) to be considered separately. <br />Mr. Guerra moved to approve the minutes of the Regular Meeting <br />held January 8, 1990, to approve the two Ordinances on second <br />reading, to adopt the two Ordinances on third and final reading <br />and to adopt the remaining two Resolutions by consensus and Mr. <br />Hart seconded the motion, which passed unanimously.
