<br /> 119 <br /> Regular Meeting April 9, 1990 Page 7 <br /> ILLUMINATION SYSTEM ON IH35 WITHIN THE CORPORATE LIMITS OF <br /> SAN MARCOS, AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br /> AGREEMENT, AND DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING CERTAIN METHODS FOR DISPOSING OF WITHDRAWN <br /> AND SURPLUS LIBRARY MATERIALS; AND DECLARING AN EFFECTIVE <br /> DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ACCEPTING A REFUND OF EXCESS REVENUE FROM THE HAYS <br /> COUNTY APPRAISAL DISTRICT; AND DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AUTHORIZING AND APPROVING THE TERMS AND CONDITIONS OF <br /> A PROPOSED CONTRACT WITH THE SAN MARCOS AREA FOOD BANK FOR <br /> ITS USE OF A CITY VEHICLE IN CONSIDERATION OF THE FOOD <br /> BANK'S COLLECTION AND DISTRIBUTION OF DONATED FOOD TO NEEDY <br /> CITIZENS IN THE SAN MARCOS AREA, AUTHORIZING THE CITY <br /> MANAGER'S EXECUTION OF SUCH CONTRACT, AND DECLARING AN <br /> EFFECTIVE DATE. <br /> Mayor Morris introduced for consideration Item II.F. (1) removed <br /> from the consensus agenda, a Change Order regarding the San <br /> Marcos Airport Terminal Building finish-out of certain interior <br /> areas in the amount of $8,192.00. Mr. Hart moved for approval of <br /> the Change Order and Mr. Hernandez seconded the motion. The City <br /> rejected the first bids received on this project and rebid the <br /> project. Not all of the interior finish-out was included in the <br /> rebid package. It will be more economical to finish-out a <br /> portion of the interior with this Change Order while the <br /> contractor is still on site than it will be to rebid at a later <br /> time. The Council voted unanimously for approval of the change <br /> order. <br /> Mayor Morris introduced for consideration Item I1.F. (2) removed <br /> from the consensus agenda, Change Order No.3 for Well Site "A" <br /> Water Transmission Main to extend water service and fire <br /> protection South of Hunter Road to existing customers currently <br /> served by 1" line, to increase to an 8" line which will also <br /> provide for future water needs on Hunter Road South, in the <br /> amount of $27,770.00. Mr. Moore moved for approval of the Change <br /> Order and Mr. Hernandez seconded the motion, which passed <br /> unanimously. <br /> Mayor Morris introduced a discussion regarding the establishment <br /> of a Records Management Program and direction to Staff. Mr. <br /> Gilley reviewed with Council some of the requirements involved in <br /> the establishment of a Records Management Program. Mr. Gilley <br /> advised the Council one of the first requirements would be the <br /> designation of the Records Management Officer by June, 1990. Mr. <br /> Gilley stated the R.M.O. could be the City Secretary or could be <br /> someone under the City Manager. More information will follow. <br /> Mayor Morris introduced the City Manager's Report. ( 1) Mr. <br /> Gilley advised the Council many members of Staff had completed a <br /> 2-day customer service program. The program was received very <br /> favorably and Mr. Gilley feels it will show in positive attitudes <br /> of those who attended. (2) Mr. Gilley advised the Council Don <br /> Allen, a Lieutenant in the Fire Department, has been named the <br /> Employee of the Month. <br /> Mayor Morris introduced the City Attorney's Report. Mr. Taylor <br /> stated Congress passed legislation regarding the Cable Act of <br /> 1984 to give some authority regarding cable television back to <br /> cities, such as rate regulatory authority. Mr. Taylor stated the <br /> Karnack to Mission Cable sale may not go through. The Council <br /> stated they want information provided regarding what impact this <br /> legislation could have on San Marcos. Mr. Guerra stated the City <br />
