RESOLUTION NO. 2025-68R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS REQUESTING GUADALUPE COUNTY TO WORK <br /> WITH RESIDENTS IN THE REDWOOD AND RANCHO VISTA <br /> COMMUNITIES TO IDENTIFY POSSIBLE RESOURCES TO ADDRESS <br /> PUBLIC HEALTH AND SAFETY ISSUES ASSOCIATED WITH <br /> INADEQUATE SEWER AND DRAINAGE INFRASTRUCTURE IN <br /> THOSE COMMUNITIES; AND DECLARING AN EFFECTIVE DATE. <br /> RECITALS: <br /> 1. The Redwood and Rancho Vista communities located in Guadalupe County,Texas <br /> are valued members of the Greater San Marcos area and San Marcos Consolidated School District <br /> but are not within the San Marcos city limits. <br /> 2. A University of Texas and Baylor College of Medicine study raised significant <br /> health concerns regarding the presence of intestinal parasites among some residents of the Rancho <br /> Vista community. <br /> 3. The findings of intestinal parasites among residents poses a serious public health <br /> threat,particularly to children,the elderly, and individuals with compromised immune systems. <br /> 4. These health risks may be linked to failing septic tanks and inadequate sewer and <br /> drainage infrastructure and such inadequate infrastructure exists in both the Redwood and Rancho <br /> Vista Communities. <br /> 5. The City of San Marcos recognizes the importance of addressing public health <br /> issues affecting residents of the Redwood and Rancho Vista communities, particularly as the <br /> population grows in the region and near these communities. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART 1. The City of San Marcos respectfully requests that Guadalupe County work <br /> with the affected residents to address health issues identified in the Recitals above, including <br /> coordinating with health experts and agencies and exploring possible solutions for improving the <br /> conditions of the existing sewer and drainage infrastructure that may be a contributing factor. <br /> PART 2. The City of San Marcos further urges Guadalupe County to explore <br /> available state and federal funding options to support potential health initiatives and critical <br /> infrastructure improvements including the Economically Distressed Area Program sponsored by <br /> the Texas Water Development Board. <br />
