4. Issue Certificates of Election to elected City Council Member Place 6; and administer <br />Oaths of Office. • <br />The Certificate of Election was presented to John Thomaides, Council Member Place 6. The <br />Oath of Office was administered. <br />5. Consider election of Mayor Pro Tempore and Deputy Mavor Pro Tempore. <br />The City Council elected Councilmember Porterfield as Mayor Pro Tem and Councilmember <br />Terry as Deputy Mayor Pro Tem. <br />6. Consider adoption of Ordinance 2009-66, on emergency, ordering a runoff election to be <br />held December 15, 2009 for the purpose of electing a City Council Member Place 5 <br />establishing early voting locations and polling places for this runoff election; making <br />provisions for the conduct of the election; and declaring an emergency. <br />MOTION: Upon a motion made by Councilmember Bose and a second by Councilmember <br />Couch, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2009- <br />66, amended to add an Early Voting location on the Texas State University campus. The motion <br />carried unanimously. <br />7. Remove from table and consider adoption of Resolution 2009-157R, approving and <br />ratifying an employment agreement through the meet and confer process with the San <br />Marcos Police Officers' Association, directing the City Manager to execute the agreement; <br />and declaring an effective date. <br />MOTION: Upon a motion made by Councilmember Couch and a second by Councilmember <br />Porterfield, the City Council voted six (6) for and none (0) opposed, with Councilmember <br />Porterfield having left early, to table this item to the first meeting in December to discuss <br />alternate language regarding funding which may include consideration in reductions of sales or <br />property tax revenue, budget prioritization, and possible re-opener provisions in the event of <br />revenue declines or catastrophic events, and for action at the second meeting.
