(b) Applicability. Approval of a Site Preparation Permit is required prior to . <br />any non-exempt development of land within the City limits or within the City's <br />extraterritorial jurisdiction. Within the City limits, the zoning, environmental, <br />development and public facilities standards in Chapters 4, 5, 6 and 7 of this Land <br />Development Code apply to a Site Preparation Permit application. Within the City's <br />extraterritorial jurisdiction, only the environmental and public facilities standards in <br />Chapters 5 and 7 and any development standards required by plat note apply to a Site <br />Preparation Permit application. <br />SECTION 12. Section 1.9.6.3 Inspection, subsections (a) and (b), are hereby amended <br />to read as follows: <br />(a) Required. The Planning and Development Services Department, the <br />Environmental Health Department, Director of Public Worl-rs Services, Fire Chief, Fire <br />Marshal, or designated responsible official are authorized and directed to make <br />inspections as are necessary to determine compliance with this Article. <br />(b) Entry onto Premises. The Planning and Development Services <br />Department, the Environmental Health Department, the Director of Public s <br />Services, the Fire Chief, Fire Marshal, and the Police Chief shall have the power to enter <br />at reasonable times, upon any private or public property, for the purpose of inspecting <br />and investigating conditions relating to the enforcement of this Article. • <br />SECTION 13. Section 4.2.1.3 SF-R, Single-Family Rural Residential District, <br />subsection (c), are hereby amended to read as follows: <br />(c) Additional Development Standards. See Table 4.1.6.1. <br />(1) For lots in the SF-R district, consisting of at least one acre but with a lot <br />width less than 150 feet. the side setbacks may be reduced proportionally <br />to the percent difference between the lot width and 150 feet. <br />SECTION 14. Section 4.2.5.1 HD, Historic District, is hereby amended to read as <br />follows: <br />Section 4.2.5.1 HD, Historic District <br />(a) Purpose. The purpose of HD, Historic District is to promote the <br />educational, cultural and economic welfare of the public and of the City by preserving <br />and protecting historic structures, streets and neighborhoods that serve as visible <br />reminders of the history and cultural heritage of the City, the State and the United States. <br />Furthermore, it is the purpose of HD, Historic District to strengthen the economy of the <br />City by stabilizing and improving property values in historic areas and to encourage new <br />buildings and developments that will be harmonious with the existing historic buildings <br />and squares. 0
