Permitted and conditional uses, as authorized in the base <br />zoning district in the Land Use Matrix in Article 3, Division 1 of this Chapter 4. <br />Accessory uses as authorized in Article 3, Division 2 of this Chapter 4. Manufactured <br />homes are not permitted in the Historic District. <br />(e) Area, Building, and Height Requirements. The development standards as <br />required in the base zoning district shall apply unless modified as permitted in this <br />Section. <br />(f) Additional Requirements. See Chapter 6 for additional requirements and <br />standards. <br />(g) Amendment of Regulations. The Historic Preservation Commission may <br />from time to time recommend amendments to these regulations to the City Council as the <br />Commission may deem necessary to effectuate the purposes of this district. <br />(h) Investigations and Reports. The Historic Preservation Commission may <br />make studies of matters relating to the protection, enhancement, perpetuation or use of <br />local historic landmarks and historic districts and to the restoration of landmarks as the <br />Commission may, from time to time, deem necessary or appropriate for the effectuation <br />of the purposes of this district, and may submit reports and recommendations as to these <br />matters to the City Council and other agencies of the City. In making these studies, the <br />Commission may hold public hearings as it may deem necessary or appropriate. <br />(i) Ordinary Maintenance Allowed. <br />(1) Nothing in these district regulations shall be construed to prevent the <br />ordinary maintenance or repair of any exterior feature in a local historic <br />district or of any local landmark that does not involve a change in design, <br />material, or outer appearance other than color. <br />(2) Nothing in these district regulations shall prevent the construction, <br />reconstruction, alteration, restoration or demolition of any feature which <br />the Building Inspector or similar official shall certify is required for the <br />public safety because of an unsafe or dangerous condition.
