Land shall not be <br />dedicated for parkland along a major thoroughfare unless the DifeEtar of Paf4Es and <br />Reefeation Director of Community Services determines that the proposed park use is <br />compatible with, and sufficiently buffered from, the adjacent thoroughfare, and that the <br />parkland can be safely accessed by pedestrians, especially children.
