• maker. <br />(c) Floodplain Administrator. The Engineering Director is the Floodplain Administrator for <br />the City and shall carry out the following duties and responsibilities: <br />(1) Maintain and hold open for public inspection all records pertaining to this Article. <br />(2) Review permit applications to determine whether proposed building sites will be <br /> reasonably safe from flooding. <br />(3) Review and approve or deny applications for Floodplain Permits required by this <br /> Article. <br />(4) Provide forms for post-construction elevation certificates and receive completed <br /> certificates, as needed, to assist property owners in meeting the requirements for <br /> participation in the National Flood Insurance Program. <br />(5) Review and make recommendations regarding proposed appeals and letters of <br /> map revision initiated by property owners. <br />(6) Coordinate the local review of proposed new flood insurance studies and flood <br /> insurance rate maps for the City as required by the Federal Emergency <br /> Management Agency. <br />(7) Make the necessary interpretation, where interpretation is needed, as to the <br /> exact location of the boundaries of the areas of special flood hazards, for <br /> example, where there appears to be a conflict between a mapped boundary and <br /> <br />• (8) actual field conditions. <br />Endeavor to ensure that the flood-carrying capacity within the altered or <br /> relocated portion of any waterway is maintained. <br />(9) Require that no new construction, substantial improvements or other <br />development, including fill, shall be permitted within zones A1--30 and AE of the <br />community's FIRM, unless it is demonstrated that the cumulative effect of the <br />proposed development, when combined with all other existing and anticipated <br />development, will not increase the water surface elevation of the base flood more <br />than one foot at any point within the community. <br />DIVISION 5: HISTORIC ZONING PROCEDURES <br />Section 1.5.5.1 Establishment and Expansion of Local Historic Districts <br />(a) General Procedures. Except as provided in this Section, a petition to establish or expand <br />a44 historic (HD) zoning district (see Chapter 4) shall be processed and decided in <br />accordance with the procedures governing a petition for an overlay zoning district under <br />Division 2 of this Article 5. <br />(b) Recommendation of Historic Preservation Commission. Before the establishment of a <br />historic zoning district, the Historic Preservation Commission shall carry out the following <br />activities: <br />(1) The Historic Preservation Commission shall cause a report to be prepared that <br />is identifies the historic significance of the exteriors of buildings, structures, <br />features, sites, objects and surroundings in the area of the proposed district.
