Permitted and conditional uses, as authorized in the base zoning <br />district in the Land Use Matrix in Article 3, Division 1 of this Chapter 4. Manufactured homes are not <br />permitted in the Historic District. <br />(e) Area, Building, and Height Requirements. The development standards as required in the <br />base zoning district shall apply unless modified as permitted in this Section. <br />(f) Additional Requirements. See Chapter 6 for additional requirements and standards. <br />(g) Amendment of Regulations. The Historic Preservation Commission may from time to <br />time recommend amendments to these regulations to the City Council as the <br />Commission may deem necessary to effectuate the purposes of this district. <br />(h) Investigations and Reports. The Historic Preservation Commission may make studies of <br />matters relating to the protection, enhancement, perpetuation or use of local historic <br />landmarks and historic districts and to the restoration of landmarks as the Commission <br />may, from time to time, deem necessary or appropriate for the effectuation of the <br />purposes of this district, and may submit reports and recommendations as to these <br />matters to the City Council and other agencies of the City. In making these studies, the <br />Commission may hold public hearings as it may deem necessary or appropriate. <br />(i) Ordinary Maintenance Allowed. <br />(1) Nothing in these district regulations shall be construed to prevent the ordinary <br />maintenance or repair of any exterior feature in a local historic district or of any <br />local landmark that does not involve a change in design, material, or outer <br />appearance other than color. <br />• (2) Nothing in these district regulations shall prevent the construction, reconstruction, <br />alteration, restoration or demolition of any feature which the Building Inspector or <br />similar official shall certify is required for the public safety because of an unsafe
