• Historic Preservation Projects issued by the United States Secretary of the <br />Interior. The City Council may, after receiving recommendations from the Historic <br />Preservation Commission and Planning and Zoning Commission, approve <br />revisions to the City of San Marcos Design Guidelines or the City of San Marcos <br />Sign Design Guidelines for the Downtown Historic District by resolution. <br />(k) Acquisition of Historic Easements. The City may acquire, by purchase, donation or <br />condemnation, historic easements in any area within its jurisdiction wherever and to the <br />extent that the City Council, upon the recommendation of the Historic Preservation <br />Commission, determines that the acquisition will be in the public interest. For the <br />purpose of this Section, the term "historic easement" means any easement, restriction, <br />covenant or condition running with the land, designated to preserve, maintain or <br />enhance all or part of the existing state of places of historic, architectural or cultural <br />significance. <br />(1) Alteration of Local Landmark. No owner or person with an interest in a historic district or real property <br />a landmark or included within a historic district shall permit the landmark or property to <br />fall into a serious state of disrepair so as to result in the deterioration of the historic <br />• landmark or any exterior architectural feature or other feature subject to the requirements <br />of this chapter which would, in the judgment of the Historic Preservation Commission,
