INTERLOCAL AGREEMENT <br />BETWEEN CITY OF SAN MARCOS, TEXAS AND <br />SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT <br />FOR SCHOOL RESOURCE OFFICERS <br />PARTIES: <br />1.1 This agreement is made and entered into by the City of San Marcos, hereafter referred to <br />as the "City" and San Marcos Consolidated Independent School District, hereafter referred to as <br />the "District," for the performance of activities described in this agreement. <br />MISSION STATEMENT: <br />2.1 The mission of the San Marcos City School Resource Officer is to break down the <br />barriers between law enforcement and youth by establishing better communication and to <br />1. Provide a visible and positive image for law enforcement by serving as a <br />confidential source of counseling to students concerning problems they face. <br />2. Bring expertise into schools to help young people make more positive choices in <br />their lives. <br />3. Work to protect the school environment and to maintain an atmosphere where <br />teachers feel safe to teach and students feel safe to learn. <br />4. Provide a better understanding of our laws, why they are enacted and their <br />benefits. <br />TEXAS GOVERNMENT CODE: <br />3.1 Pursuant to Chapter 791, Texas Government Code, the Texas Interlocal Cooperation Act, <br />(the "Act"), as amended, and Section 37.081 of the Texas Education Code, as amended, the <br />parties are empowered to contract with each other for the performance of governmental <br />functions, including police protection. The City will provide one or more officers to act as <br />School Resource Officers at the District during regularly scheduled school sessions, excluding <br />summer sessions, or other times as may be mutually agreed upon. <br />TERMS & CONDITIONS: <br />4.1 In consideration of the mutual covenants and agreements, contained herein, as well as <br />other good and valuable concerns the parties agree as follows:
