<br />66 <br />Regular Meeting June 11, 1990 Page 4 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING FINAL PAYMENT TO J. R. "JACK" FLANAGAN <br /> CONSTRUCTION COMPANY, INC. FOR COMPLETION OF THE NORTHEAST <br /> IH35 WATER LINE EXTENSION PROJECT, ACCEPTING THE PAYMENT IN <br /> THE AMOUNT OF $15,747.14, AND DECLARING AN EFFECTIVE DATE. <br />Mayor Morris introduced for consideration Item 9.E. (1) removed <br />from the consensus agenda, adoption of a Resolution, the caption <br />which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT <br /> NUMBER ONE TO THAT ECONOMIC DEVELOPMENT PROGRAM CONTRACT <br /> BETWEEN THE CITY OF SAN MARCOS AND COMPOSITE TECHNOLOGY <br /> ENGINE COMPONENTS AND DECLARING AN EFFECTIVE DATE. <br />Mr. Hart moved for adoption of the Resolution and Mr. Plummer <br />seconded the motion. Mr. Gilley advised the Council the <br />amendment was to keep in compliance with the $500,000 grant. The <br />Council voted unanimously for adoption of the Resolution. <br />Mayor Morris introduced a discussion of a Citizens Committee on <br />Solid Waste Management and direction to Staff. The Mayor stated <br />she wants a Committee to offer suggestions to the Council and <br />also wants the Staff to continue to try to implement a recycling <br />program. If it is feasible to implement the suggestions offered <br />by the Committee to monitor or modify the program once a <br />recycling program is started, she would want that to happen also. <br />Mr. Moore stated the City would need to seriously look at <br />regional collection, and that in the future Hays County may not <br />be able to send solid waste to Travis County. Mr. Hart stated he <br />was in favor of having a committee. The Council expressed that <br />they did not want the committee to impede the progress of a <br />recycling program. The Council directed the appointments be <br />scheduled at the next two Regular Meetings with each Council <br />Member appointing one committee member who resides within the <br />City of San Marcos. <br />Mayor Morris introduced the City Manager's report. (1) Mr. <br />Gilley stated the Resolution adopted by the City Council at this <br />meeting establishing the Trade Zone Subzone with Corpus Christi <br />will serve as an important economic development tool. He also <br />advised the Council the City is continuing to proceed with the <br />application for a Central Texas Trade Zone including San Marcos, <br />Austin, Round Rock and Georgetown. (2) Mr. Gilley introduced <br />Rene Gonzales, the City's new purchasing agent. (3) Mr. Gilley <br />announced the resignation of Jenny Rile, Administrative <br />Assistant, who is going back into the educational field. <br />Mayor Morris introduced the City Attorney's report. (1) Mr. <br />Taylor stated the Nature Conservancy closing was being <br />finalized, ( 2) and reminded the City Council the Sign Ordinance <br />Workshop would be held on July 2 at 7:00 p.m. <br />Mayor Morris introduced the City Council's report. (1) Mr. Hart <br />stated he had received many complaints regarding the recent <br />restriping of Hopkins at Ranch Road 12. Mr. Gilley stated Patsy <br />Greiner had made the request to the State Highway Department for <br />this change, and the City Staff had received numerous complaints <br />also. Mr. Gilley has been talking with Delbert Chance to get it <br />corrected, and Mayor Morris has forwarded a letter to the Highway <br />Department with recommended changes with the advice of the City's <br />Traffic Engineer. ( 2) Mr. Hernandez advised the Council he <br />attended a NALEO Conference over the weekend in which small, <br />minority businesses contracting with cities to do business were <br />discussed and setting and implementing goals. He also brought <br />back with him information to share with the Planning Director <br />regarding redistricting and the 1990 Census. (3) Mr. Moore <br />attended a Workshop recently with GFOA, APA and other <br />
