<br /> II <br />Regular Meeting July 9, 1990 Page 5 <br />Mayor Morris introduced a discussion of a proposal from Jeff <br />Kester, President of the Heritage Association, regarding the <br />Calaboose Building funding and direction to Staff. Mr. Kester <br />stated $15,000 is needed to complete the interior to make the <br />building operational, and $20,000 if the building is also heated <br />and air conditioned in addition to the contributions of materials <br />they have been able to acquire for the renovation. He stated the <br />Heritage Association is requesting a contribution of $10,000 from <br />the City. Mayor Morris reminded Mr. Kester the City has already <br />made a contribution for the exterior renovation and stated at <br />that time they would not be able to contribute additional funds. <br />The Mayor stated she is in hopes the Heritage Association and <br />community will be able to raise the needed funds for the interior <br />renovation, and the City cannot determine at this time whether <br />any funding for the interior could be added to the 1990-1991 <br />budget. Mr. Kester asked if parking lot improvements for the <br />Calaboose were in the proposed budget, and he was advised they <br />are not. Johnnie Armstead stated the Heritage Association has a <br />list of patrons who donate $50.00, but they are asking for any <br />contributions that can be made by individuals to fund this <br />project. <br />Mayor Morris introduced a discussion regarding the request of the <br />Commission for Women to change the required meetings of the <br />Commission to a minimum of nine, to be scheduled as needed. The <br />Council did not object to the amendment. Ms. Womack will discuss <br />the amendment with the new Commission Members this week, and if <br />the Commission wants to change the Ordinance to hold nine <br />meetings instead of twelve, the Council directed the amendment be <br />prepared by the City Attorney for the Council's consideration. <br />Mayor Morris introduced the City Manager's Report. (1) Mr. <br />Gilley advised the Council Mrs. Collette Boruff has been <br />employed as Administrative Assistant to replace Jenny Kile. (2) <br />Mr. Gilley stated the Planner position in the Planning Department <br />has not been filled on a permenant basis but is filled on a <br />temporary basis. (3) Mr. Gilley advised the Council Lisa <br />Hatzenbuehler, a former Planner in the Planning Department, who <br />assisted in the review of the Sign Ordinance at the recent <br />Workshop, was not paid for her services that evening. Some <br />comments had been made as to what she was charging the City, and <br />Mr. Gilley stated she had assisted us free of charge. (4) Mr. <br />Gilley advised the Thorpe Lane Paving and Drainage Improvements <br />Project has been prolonged due to rain, but it is the goal to <br />complete the project by early August. (5) Mr. Gilley stated the <br />Highway Department is to respond to him by the end of this week <br />regarding the recent striping on Hopkins at Moore S~reet. (6) <br />The progress of the widening of Loop 82 project has been delayed <br />for the realignment of Post Road. Until this matter is resolved, <br />the project will not move forward, and there is a possibility the <br />funding could be lost if it is not resolved soon. (7) The <br />employee of the month is Stephanie Langenkamp, Director of the <br />Library. (8) The public hearing notice on the Budget Amendment <br />for the Texas Capital Fund Project which was published July 3 <br />will be republished for the next Council Meeting. <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor <br />advised the Council the draft revisions to the Sexually Oriented <br />Business Ordinance would be presented at the July 23 Meeting for <br />first reading. <br />Mayor Morris introduced the City Council's Report. (1) Mr. Hart <br />advised the Council Mr. Guerra, as President of the AMCC, had <br />done a great job in Lubbock for the organization and for our <br />City, and that Mr. Plummer had also done a great job in Lubbock <br />as part of the Economic Development presentation on Marketing <br />Your City. ( 2) Mr. Moore stated he had attended a Texas Water <br />Commission Meeting on this date, and an interim solution for <br />
