Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING PORTIONS OF THE CITY'S SEXUALLY ORIENTED BUSINESS REGULATIONS; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING THE DESIGNATION OF FIFTEEN MINUTE PARKING ON GUADALUPE STREET BETWEEN UNIVERSITY DRIVE AND HUTCHISON STREET; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consider~tion approval of the minutes of the Emergency Meeting held July 6, 1990 and Regular Meeting held July 9, 1990; adoption of four Ordinances on third and final reading; adoption of seven Resolutions and authorization to bid Reconstruction of Runway 8-26 Project at the Municipal Airport by consensus. The Council removed Item 9.C. (2) to be considered separately. Ms. Kissler moved for approval the minutes of the Emergency Meeting held July 6, 1990 (Ms. Kissler and Mr. Guerra abstaining) and the Regular Meeting held July 9, 1990; for adoption of the four Ordinances on third and final reading; for adoption of the six remaining Resolutions and for authorization to bid Reconstruction of Runway 8-26 Project at the Municipal Airport by consensus and Mr. Guerra seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: Adoption of Ordinances on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 FISCAL YEAR (ORDINANCE NO. 1989-38) TO PROVIDE FUNDING FOR COMPUTER EQUIPMENT AND MOVING EXPENSES FOR THE LEGAL DEPARTMENT; AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING A FRANCHISE AGREEMENT BETWEEN THE CITY AND THE PEDERNALES ELECTRIC COOPERATIVE, INC. FOR THE PROVISION OF ELECTRICAL SERVICE WITHIN A PORTION OF THE CITY FOR A PERIOD OF TEN YEARS, AND THAT THE CITY OF SAN MARCOS SHALL RECEIVE A QUARTERLY FRANCHISE FEE FOR SUCH USE, PROVIDING FOR INDEMNIFICATION OF THE CITY OF SAN MARCOS, AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 12, SECTION 12-8, GARBAGE AND RUBBISH COLLECTION CHARGES BY CITY FOR RESIDENTIAL UNITS, OF THE SAN MARCOS CODE OF ORDINANCES TO DECREASE THE MONTHLY AMOUNT DEPOSITED IN THE ESCROW OR RESERVE FUND AND DECLARING AN EFFECTIVE DATE.
