Mr. Gilley advised the Council the well has a limited capacity to produce but could be re-opened at a later time and acidized to help the well to produce more effectively. The Council voted unanimously for adoption of the Resolution. Mayor Morris introduced for consideration award of bids (1) for paving and drainage improvements for Dunbar/Victory Gardens, TCDP Contract No. 707641 and (2) for paving and drainage improvements for Victory Gardens Capital Improvements Project. Ms. Kissler moved to award both bids to Parker & Rogers Construction Company of Georgetown, Texas in the amounts $282,501.80 for the Dunbar/Victory Gardens, TCDP Contract No. 707641 and $519,992.00 for the Victory Gardens Capital Improvements Project, for a total of $802,573.80 and Mr. Hernandez seconded the motion. Mayor Morris moved to amend the motion to allow both bids to be combined in the one motion as specified by Ms. Kissler and seconded by Mr. Hernandez, and Mr. Moore seconded the Mayor's amendment, which passed unanimously. The Council then voted unanimous approval of the award of bid. Mayor Morris introduced for consideration approval for authorization for use of General Fund Contingency Funds in the amount of $8,000.00 for Movable Filing System for Police Department Records. Mr. Moore moved for authorization for use of funds and Mr. Guerra seconded the motion, which passed unanimously. Mr. Moore moved for authorization for use of funds and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced the City Manager's Report. Mr. Gilley advised the Council the City Auction would be held July 26, 1990 at the Hays County Civic Center~ Mayor Morris introduced the City Attorney's Report. (1) Mr. Taylor advised the Council a draft of the Sign -Ordinance would be available on July 24 and provided to Council, Messrs. VonderLippe and Millecam and to the Chamber of Commerce for d~stribution. ( 2) Mr. Taylor provided the Council with an update on the purchase from the Nature Conservancy. Parks and Wildlife is in the process of clearing the title, and LCRA will consider some easement matters at their August meeting, so we will be able to complete this transaction soon. ( 1) Mr. Moore asked Mr. Gilley if there are uncapped wells in the Edwards District, as this is such a potential danger, and would the City have the authority to regulate same. Mr. Gilley advised with the number of private wells, that potential is real, and that Staff would check into who has regulating authority. The Council is interested in regulation in the ETJ and County as well. (2) Mr. Hart asked Staff to review the possibility of a stop sign being placed at the intersection of Edward Gary and San Antonio.
