<br /> 30 <br /> Regular Meeting July 23, 1990 Page 5 <br /> Mr. Hart moved for adoption of the Resolution and Ms. Kissler <br /> seconded the motion. Mr. Gilley advised the Council the well has <br /> a limited capacity to produce but could be re-opened at a later <br /> time and acidized to help the well to produce more effectively. <br /> The Council voted unanimously for adoption of the Resolution. <br /> Mayor Morris introduced for consideration award of bids (1) for <br /> paving and drainage improvements for Dunbar/Victory Gardens, TCDP <br /> Contract No. 707641 and (2) for paving and drainage improvements <br /> for Victory Gardens Capital Improvements Project. Ms. Kissler <br /> moved to award both bids to Parker & Rogers Construction Company <br /> of Georgetown, Texas in the amounts $282,501.80 for the <br /> Dunbar/Victory Gardens, TCDP Contract No. 707641 and $519,992.00 <br /> for the Victory Gardens Capital Improvements Project, for a total <br /> of $802,573.80 and Mr. Hernandez seconded the motion. Mayor <br /> Morris moved to amend the motion to allow both bids to be <br /> combined in the one motion as specified by Ms. Kissler and <br /> seconded by Mr. Hernandez, and Mr. Moore seconded the Mayor's <br /> amendment, which passed unanimously. The Council then voted <br /> unanimous approval of the award of bid. <br /> Mayor Morris introduced for consideration approval for <br /> authorization for use of General Fund Contingency Funds in the <br /> amount of $8,000.00 for Movable Filing System for Police <br /> Department Records. Mr. Moore moved for authorization for use of <br /> funds and Mr. Guerra seconded the motion, which passed <br /> unanimously. <br /> Mayor Morris introduced for consideration authorization to bid <br /> Movable Filing System for Police Department Records. Mr. Moore <br /> moved for authorization and Ms. Kissler seconded the motion, <br /> which passed unanimously. <br /> Mayor Morris introduced for consideration approval for <br /> authorization for use of Utility Fund Contingency Funds in the <br /> amount of $12,820.00 for the cost of additional testing of <br /> Wastewater Treatment Plant sludge for disposal at contracted <br /> landfill site. Mr. Moore moved for authorization for use of <br /> funds and Ms. Kissler seconded the motion, which passed <br /> unanimously. <br /> Mayor Morris introduced the City Manager's Report. Mr. Gilley <br /> advised the Council the City Auction would be held July 26, 1990 <br /> at the Hays County Civic Center~ <br /> Mayor Morris introduced the City Attorney's Report. (1) Mr. <br /> Taylor advised the Council a draft of the Sign -Ordinance would be <br /> available on July 24 and provided to Council, Messrs. VonderLippe <br /> and Millecam and to the Chamber of Commerce for d~stribution. <br /> ( 2) Mr. Taylor provided the Council with an update on the <br /> purchase from the Nature Conservancy. Parks and Wildlife is in <br /> the process of clearing the title, and LCRA will consider some <br /> easement matters at their August meeting, so we will be able to <br /> complete this transaction soon. <br /> Mayor Morris introduced the City Council's Report. ( 1) Mr. <br /> Moore asked Mr. Gilley if there are uncapped wells in the Edwards <br /> District, as this is such a potential danger, and would the City <br /> have the authority to regulate same. Mr. Gilley advised with the <br /> number of private wells, that potential is real, and that Staff <br /> would check into who has regulating authority. The Council is <br /> interested in regulation in the ETJ and County as well. (2) Mr. <br /> Hart asked Staff to review the possibility of a stop sign being <br /> placed at the intersection of Edward Gary and San Antonio. <br /> Mayor Morris introduced an Executive Session pursuant to Article <br /> 6252-17, Sections 2(e) and (f), V.A.C.S., to discuss contemplated <br /> litigation, matters where the duty of the City Attorney to the <br /> City pursuant to the Code of Professional Responsibility of the <br />
