Vikki Fruit encouraged the <br /> Council to support the increase for the Economic Development <br /> Council. Patricia Johnson, an employee of CTEC, stated the City <br /> is getting a return on its investment. She said companies, such <br /> as CTEC, are providing jobs to this community at entry level, <br /> which gave her the opportunity for employment. Lewis Smith <br /> stated he is a member of the Economic Development Council, <br /> representing the San Marcos Manufacturers' Association, and he <br /> requested the continued support of the City for the EDC. Jane <br /> Hughson favors cuts to the budget, is opposed to the TMRS """"""'" <br /> increase, is in favor of the Economic Development Council <br /> increase, in favor of the additional police officers and police <br /> cars. She stated the bond election could be impacted by a budget <br /> increase. Lee Williams stated she was present to speak on behalf <br /> of Joe ptak and expressed his desire to have recycling in the <br /> proposed budget. Anna Garza and other residents of Miller Trace <br /> (private street) requested repairs to the street be made. She <br /> stated the City and County both say it is not theirs and she <br /> requested clarification as to who owns the street. Mr. Taylor <br /> advised the street is private property. Gary Moore stated he is <br /> in favor of the parking meters being removed and an increase in <br /> the parking fee to $5. He stated street repairs should be done <br /> at night, not during business hours further limiting parking <br /> availability. ~ ~ Phillips suggested the Council cancel the <br /> purchase of parkland and save the City $254,000, or if they <br /> proceed to buy it, to do so for a lesser amount. He stated the <br /> City paying 100% for the health plan of employees is excessive. <br /> Handler Smith stated he is supportive of the City's increase for <br /> the Economic Development Council if the City is able to do so. <br /> Rick Hernandez pointed out available funds in the budget that <br /> might be used for street repairs to Miller Trace. Mr. Taylor <br /> advised Mr. Hernandez Miller Trace is a 16-foot wide private <br /> easement that goes back for about one block. The residents are <br /> willing to dedicate the 16 feet to the City so the City can <br /> maintain the roadway, but normal street easements are fifty feet <br /> wide, and the existing easement would not suffice. To obtain the <br /> 50 feet needed for a roadway, the City would need to purchase the <br /> easements or proceed with condemnation. There are buildings on <br /> portions of the 50 feet that would be needed. Mayor Morris <br /> requested information be brought to the Council regarding what <br /> would be required to make this a City street, the costs that <br /> would be involved, the possible donation by the owners of the <br /> necessary easements, etc. George Boeker stated the City could do <br /> minor overlay work to make the street passable, but the easement <br /> would need to be the City's to give the City the right to <br /> maintain the easement. He also advised the Council there are <br /> water and wastewater lines under the roadway, and repairs would <br /> need to be made to the lines before proceeding with any street <br /> overlay. No one else wished to speak, so Mayor Morris closed the <br /> public hearing. <br /> Mayor Morris introduced a public hearing on the proposed water, <br /> wastewater and electric rates. Mayor Morris opened the public <br /> hearing and R. G. Phillips asked if there were proposed increases <br /> in water and-Wastewater rates. He was advised there are none. <br /> No one else wished to speak, so Mayor Morris closed the public <br /> hearing. <br /> Mayor Morris introduced for consideration adoption of a <br /> Resolution, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, SUPPORTING THE RECOMMENDATION OF THE CAPITAL AREA <br /> PLANNING COUNCIL FOR DESIGNATION OF THE CITY AS A GROWTH <br /> CENTER FOR THE PURPOSE OF GRANT PROGRAMS OF THE ECONOMIC <br /> DEVELOPMENT ADMINISTRATION OF THE U. S. DEPARTMENT OF <br /> COMMERCE; AND DECLARING AN EFFECTIVE DATE. <br />
