ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) 5/89 PUBLIC WORKS AND DEVELOPMENT FACILITIES PROGRAM PROGRAM GOALS Grants are provided to help distressed communities attract new industry, encourage business expansion, diversify their economies, and generate long-term, private sector jobs. PROJECT TYPES/ELIGIBLE APPLICANTS Among the types of projects funded are water and sewer facilities primarily serving industry and commerce; access roads to industrial sites or parks; port improvements; and business incubator buildings. Proposed projects must be located within an EDA-designated redevelop- ment area (RA) or economic development center (EDC). Projects in other areas of an EDA-designated Economic Development District are also eligible if they will directly benefit an RA within the District. Projects must be consistent with an approved overall economic development program. An applicant may be a State, political subdivision of a State, Indian tribe, special-purpose unit of government, or public or private nonprofit organization or association representing an RA or EDC. SELECTION CRITERIA Priority consideration generally will be given to projects that: 0 improve opportunities for the successful establishment or expansion of industrial or commercial plants or facilities; 0 assist in creating or retaining private sector jobs in the near term, as well as additional long-term employment, if the jobs are not transferred from other areas and will result in a low cost per job in relation to EDA cost; 0 benefit the long-term unemployed and members of low-income families residing in the area ~erved by the project; 0 fulfill both an economic and a physical need of the project area and can be started and completed in a timely manner; 0 demonstrate maximum practicable local funding support, wi th evidence that such support is firmly committed and available. FUNDING LEVELS (000) FY 87: $122,000,000 Average 1988 grant: $604,000 FY 88: $126,000,000 Range of 1988 grants: $75,000 to $1,606,000 FY 89: $126,460,000 APPLICATION PROCESS Eligible applicants should contact the Economic Development Repre- sentative (EDR) for the area. The EDA Regiona-l Office can identify the EDR to contact who will describe the program and provide guidance on preparing a preapp1ication. EDA screens proposals before deciding whether to invite formal applications. Average time from submission of an application to a final funding decision was six and one-half months in FY 88.
