<br /> ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) 5/89 <br /> PUBLIC WORKS AND DEVELOPMENT FACILITIES PROGRAM <br /> PROGRAM GOALS <br /> Grants are provided to help distressed communities attract new <br /> industry, encourage business expansion, diversify their economies, <br /> and generate long-term, private sector jobs. <br /> PROJECT TYPES/ELIGIBLE APPLICANTS <br /> Among the types of projects funded are water and sewer facilities <br /> primarily serving industry and commerce; access roads to industrial <br /> sites or parks; port improvements; and business incubator buildings. <br /> Proposed projects must be located within an EDA-designated redevelop- <br /> ment area (RA) or economic development center (EDC). Projects in <br /> other areas of an EDA-designated Economic Development District are <br /> also eligible if they will directly benefit an RA within the <br /> District. Projects must be consistent with an approved overall <br /> economic development program. An applicant may be a State, <br /> political subdivision of a State, Indian tribe, special-purpose unit <br /> of government, or public or private nonprofit organization or <br /> association representing an RA or EDC. <br /> SELECTION CRITERIA <br /> Priority consideration generally will be given to projects that: <br /> 0 improve opportunities for the successful establishment or <br /> expansion of industrial or commercial plants or facilities; <br /> 0 assist in creating or retaining private sector jobs in the near <br /> term, as well as additional long-term employment, if the jobs <br /> are not transferred from other areas and will result in a low <br /> cost per job in relation to EDA cost; <br /> 0 benefit the long-term unemployed and members of low-income <br /> families residing in the area ~erved by the project; <br /> 0 fulfill both an economic and a physical need of the project area <br /> and can be started and completed in a timely manner; <br /> 0 demonstrate maximum practicable local funding support, wi th <br /> evidence that such support is firmly committed and available. <br /> FUNDING LEVELS (000) <br /> FY 87: $122,000,000 Average 1988 grant: $604,000 <br /> FY 88: $126,000,000 Range of 1988 grants: $75,000 to $1,606,000 <br /> FY 89: $126,460,000 <br /> APPLICATION PROCESS <br /> Eligible applicants should contact the Economic Development Repre- <br /> sentative (EDR) for the area. The EDA Regiona-l Office can identify <br /> the EDR to contact who will describe the program and provide <br /> guidance on preparing a preapp1ication. EDA screens proposals before <br /> deciding whether to invite formal applications. Average time from <br /> submission of an application to a final funding decision was six and <br /> one-half months in FY 88.
