<br /> ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) 5/89 <br /> RESEARCH AND EVALUATION PROGRAM <br /> PROGRAM GOALS <br /> Grants and cooperative agreements awarded under the Research and <br /> Evaluation Program are used to support studies that will increase <br /> knowledge about the causes of economic distress and approaches to <br /> alleviating such problems. <br /> PROJECT TYPES/ELIGIBLE APPLICANTS <br /> Studies funded examine issues related to: (1) the causes of <br /> unemployment, underemployment, underdevelopment, and chronic <br /> depression in various areas and regions of the Nation; (2) the <br /> formulation and implementation of national, State, and local <br /> programs that will raise employment and income levels and otherwise <br /> produce solutions to problems resulting from the above conditions; <br /> and (3) evaluations of the effectiveness of programs, projects, and <br /> techniques used. Eligible applicants are private individuals, <br /> partnerships, corporations, associations, colleges and universities, <br /> and other suitable organizations. <br /> SELECTION CRITERIA <br /> EDA uses the following criteria to evaluate research and evaluation <br /> proposals: <br /> 0 potential usefulness of the research to State and local economic <br /> development practitioners; <br /> 0 soundness and completeness of the research methodology; <br /> 0 total cost and value of product in relation to cost; and <br /> 0 ability to be completed in no more than 12 to 15 months. <br /> FUNDING LEVELS (000) <br /> FY 87: $ 969 Average 1988 grant: $89 <br /> FY 88: $1,169 Range of 1988 grants: $15 to $240 <br /> FY 89: $1,210 <br /> APPLICATION PROCESS <br /> Potential applicants should submit five copies of a concise proposal <br /> to EDA Headquarters. Proposals should include: ( 1) the name and <br /> address of the applicant and the names, telephone numbers, and <br /> resumes of the project director and principal investigators; (2) the <br /> amount of EDA funds sought; (3) a brief scope-and-objectives <br /> section; (4) a work plan showing different phases of the project; <br /> ( 5) a detailed budget showing cost breakdowns; and (6) a corporate <br /> or institutional capability statement, where appropriate. Average <br /> processing time from receipt of a formal application to final <br /> decision is two months. Complete program information appears <br /> annually in the Federal Register. <br />
