<br />105 <br /> <br /> <br /> <br />Regular Meeting September 10, 1990 Page 4 <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 29-81 OF THE SAN MARCOS CODE OF <br />ORDINANCES APPROVING THE DESIGNATION OF A PORTION OF LOVE <br />STREET AS A ONE-WAY STREET; PROVIDING FOR SEVERABILITY; <br />REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 1-5 OF THE GENERAL PROVISIONS OF THE <br />SAN MARCOS CODE OF ORDINANCES BY INCREASING THE GENERAL PENALTY <br />FOR VIOLATIONS OF THE CODE TO THE MAXIMUM ALLOWED BY STATE LAW; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Adoption of Resolutions: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT <br />BETWEEN THE CITY AND HAYS COUNTY FOR TAX ASSESSMENT AND <br />COLLECTION SERVICES; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT <br />BETWEEN THE CITY AND HAYS COUNTY REGARDING CHILD ABUSE <br />INVESTIGATION SERVICES; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced for consideration award of bid for Runway <br />8-26 Reconstruction at the San Marcos Municipal Airport, Schedule A, <br />paving. Ms. Kissler moved to award bid to Hunter Industries, Inc. <br />in the amount of $1,157,929.60 and Mr. Hernandez seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration award of bid for Runway <br />8-26 Reconstruction at the San Marcos Municipal Airport, Schedule B, <br />lighting. Mr. Hart moved to award bid to Pecan Valley Electric Co., <br />Inc. in the amount of $103,978.80 and Mr. Moore seconded the motion, <br />which passed unanimously. <br /> <br />Mayor Morris introduced a discussion regarding recommendations for <br />downtown parking improvements and direction to Staff. Mr. Gilley <br />reviewed with Council the summary contained in his recommendations <br />in the Council's packet. The Council discussed increasing the fines <br />from $3.00 to $5.00 and from $10.00 to $20.00. The Council <br />discussed bagging the meters for a trial period rather than removing <br />them. The Council suggested contingency funds in the amount of <br />$10,000 be utilized for the current meter reader to chalk the tires, <br />bag the meters and have Staff report to Council in January of the <br />effectiveness of the changes. Mr. Hart suggested a partial amnesty <br />to allow $3.00 to be paid rather than $10.00, and Mr. Taylor stated <br />he would have to research this matter and report to the Council. <br />Staff will bring the necessary Ordinance changes to implement the <br />Council's direction at the September 24 meeting if possible. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />stated the LCRA Wholesale Power Rate Case hearing is in its sixth <br />week before the PUC, and there should be a resolution soon. (2) <br />Mr. Gilley stated Maria Gonzales is the Employee of the Month. (3) <br />Mr. Gilley stated Danette Howell of the Police Department has been <br />designated the Telecommunicator of the Year in the State of Texas. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor had <br />no report. <br /> <br />Mayor Morris introduced the City Council's Report. (1) Mr. Moore <br />reminded everyone the Special Committee on the Edwards Aquifer would <br />hold a public hearing September 13, 1990 at 6:00 p.m. at the <br />University Performing Arts Conference Center at SWTSU. (2) Mayor <br />Morris stated the City and SWT recently held a productive liaison <br />meeting. <br />
