ORDINANCE NO. 2025-16 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING SECTION 2.231 OF THE SAN MARCOS CITY CODE TO PROVIDE THAT THE NON-VOTING MEMBER OF THE HUMAN SERVICES ADVISORY BOARD MAY HAVE EITHER A DEGREE IN SOCIAL WORK OR EXPERIENCE IN SOCIAL SERVICE ADMINISTRATION; PROVIDING FOR THE REPEAL OF CONFLICTING PROVISIONS; PROVIDING A SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION 1. Chapter 2, Article 3, Division 9, Human Services Advisory Board, of the San Marcos City Code is hereby amended by amending Section 2.231 for the non-voting member of the Human Services Advisory Board to read as follows: (Added text is indicated by underlining.) Sec.2.231. Established; appointment of members; organization. (a) There is established the human services advisory board. The board consists of eight citizens of the city, appointed by the city council. Seven members will be voting members and the eighth member will be a non-voting member, and will be a person with a degree in social work or with experience in social service administration. All members will be committed to the development and enhancement of human services in the city. Members are appointed to three-year staggered terms, with four members being appointed in even-number years, and four members being appointed in odd-numbered years. (b) The board will annually, at its first meeting following annual appointments, elect a chairperson and vice-chairperson. The board may elect other officers and form committees as it may determine is necessary for the proper performance of its duties. SECTION 2. If any word,phrase, clause, sentence, or paragraph of this ordinance is held to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this ordinance will continue in force if they can be given effect without the invalid portion. SECTION 3.All ordinances and resolution or parts of ordinances or resolutions in conflict with this ordinance are repealed. SECTION 4. This ordinance shall become effective upon adoption on second reading.
