ORDINANCE NO. 2025-16 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AMENDING SECTION 2.231 OF THE SAN MARCOS <br /> CITY CODE TO PROVIDE THAT THE NON-VOTING MEMBER OF THE <br /> HUMAN SERVICES ADVISORY BOARD MAY HAVE EITHER A <br /> DEGREE IN SOCIAL WORK OR EXPERIENCE IN SOCIAL SERVICE <br /> ADMINISTRATION; PROVIDING FOR THE REPEAL OF <br /> CONFLICTING PROVISIONS; PROVIDING A SAVINGS CLAUSE; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> SECTION 1. Chapter 2, Article 3, Division 9, Human Services Advisory Board, of the <br /> San Marcos City Code is hereby amended by amending Section 2.231 for the non-voting member <br /> of the Human Services Advisory Board to read as follows: (Added text is indicated by underlining.) <br /> Sec.2.231. Established; appointment of members; organization. <br /> (a) There is established the human services advisory board. The board consists of eight citizens <br /> of the city, appointed by the city council. Seven members will be voting members and the <br /> eighth member will be a non-voting member, and will be a person with a degree in social <br /> work or with experience in social service administration. All members will be committed to <br /> the development and enhancement of human services in the city. Members are appointed to <br /> three-year staggered terms, with four members being appointed in even-number years, and <br /> four members being appointed in odd-numbered years. <br /> (b) The board will annually, at its first meeting following annual appointments, elect a <br /> chairperson and vice-chairperson. The board may elect other officers and form committees <br /> as it may determine is necessary for the proper performance of its duties. <br /> SECTION 2. If any word,phrase, clause, sentence, or paragraph of this ordinance is held <br /> to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this <br /> ordinance will continue in force if they can be given effect without the invalid portion. <br /> SECTION 3.All ordinances and resolution or parts of ordinances or resolutions in conflict <br /> with this ordinance are repealed. <br /> SECTION 4. This ordinance shall become effective upon adoption on second reading. <br />
