<br />57 <br /> <br /> <br /> <br />Regular Meeting October 22, 1990 Page 2 <br /> <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 3, ANIMALS AND FOWL, OF THE SAN MARCOS <br />CODE OF ORDINANCES, PROVIDING FOR SEVERABILITY; REPEALING ALL <br />CONFLICTING ORDINANCES, PROVIDING A PENALTY; PROVIDING FOR <br />PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Guerra seconded the motion. Gail Fields with PAWS is in favor <br />of the Council's approval of the Ordinance. She thinks the <br />Ordinance will save the City money. She suggested a provision be <br />added to give chained dogs 150 square feet of mobility. Mr. Taylor <br />recommended judicial authorization to enter someone's property. Mr. <br />Moore stated he would like the Council to consider Mrs. Fields' <br />request. Mr. Moore asked if the definition on Page 2 of vicious <br />animal could be by breed. Mr. Taylor said the City could make a <br />judgment call or could be breed specific. The Council requested a <br />recommendation be brought to the Council for consideration regarding <br />ticketing if cruelty is apparent if a dog is chained and not taken <br />care of properly. Becky Reichenu requested amendment to Section <br />3.46(b) on Page 10 to include a rehabilitation permit license, and <br />Mr. Taylor stated the language could be changed to take out "to keep <br />as pet". The Council requested information be <br />brought to the Council regarding permits for animal establishments. <br />The Council voted unanimously for approval of the Ordinance on first <br />reading. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 29 OF THE SAN MARCOS CODE OF <br />ORDINANCES BY THE DELETION OF A STOP SIGN ON HUTCHISON STREET <br />AT BLANCO STREET - EAST/WEST AND THE ADDITION OF A STOP SIGN ON <br />BLANCO STREET AT HUTCHISON STREET - NORTHBOUND; THE DELETION OF <br />THE PROHIBITION OF PARKING ON THE WEST SIDE OF BLANCO STREET <br />BETWEEN HUTCHISON STREET AND BURLESON STREET; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING O~DINANCES; PROVIDING A <br />PENALTY AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration reconsideration of a <br />Zoning Ordinance. The Council did not wish to reconsider the <br />Ordinance. The caption of the Ordinance reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING <br />LOT 16 OF WILLIAM GOFORTH'S FIRST SUBURBAN ADDITION AS RECORDED <br />IN VOLUME 88, PAGE 80 OF THE HAYS COUNTY DEED RECORDS, LOCATED <br />AT 1513 POST ROAD, FROM "M" (SINGLE-FAMILY, DUPLEX AND <br />NEIGHBORHOOD BUSINESS DISTRICT) TO "R-l" (SINGLE-FAMILY <br />DWELLING DISTRICT); AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regular Meeting held October 8, 1990, approval of an Ordinance on <br />second reading, adoption of an Ordinance on third and final reading <br />
