91 Regular Meeting November 26, 1990 Page 4 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING 0.94 ACRES, BEING A PORTION OF FARM LOT 15, ORIGINAL TOWN OF SAN MARCOS, HAYS COUNTY, TEXAS, LOCATED AT 715 WEST HOPKINS STREET, FROM "M" (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO HOP" (OFFICE-PROFESSIONAL DISTRICT) AND DECLARING AN EFFECTIVE DATE. Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOMINATING A CANDIDATE OR CANDIDATES FOR THE APPRAISAL REVIEW BOARD OF THE HAYS COUNTY APPRAISAL DISTRICT FOR THE PERIOD BEGINNING JANUARY 1, 1991; DIRECTING THE CITY MANAGER TO SUBMIT THE NAME(S) OF THE NOMINEE(S) TO THE CHIEF APPRAISER OF THE HAYS COUNTY APRPAISAL DISTRICT; AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for adoption of the Resolution and Mr. Guerra seconded the motion. The Council had no nominations to submit, so Ms. Kissler withdrew her motion and Mr. Guerra his second, and no further action was taken. Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, RATIFYING THE SUBMISSION OF AN APPLICATION TO THE TEXAS HISTORICAL COMMISSION ON SEPTEMBER 14, 1990 FOR ADDITIONAL CERTIFIED LOCAL GOVERNMENT GRANT ASSISTANCE, APPROVING AMENDMENT NUMBER ONE TO THE CERTIFIED LOCAL GOVERNMENT GRANT AGREEMENT EXECUTED ON JUNE 1, 1990, AUTHORIZING THE CITY MANAGER TO EXECUTE THE AMENDMENT AND DECLARING AN EFFECTIVE DATE. Mr. Guerra moved for adoption of the Resolution and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held November 5, 1990; approval of three Ordinances on second reading; adoption of three Ordinances on third and final reading, adoption of five Resolutions (including Addendum); approval of two authorizations to bid (1) annual contract for janitorial services for city Offices and (2) pneumatic tube system for Utility Collection Office; authorization to receive Request for Proposals for Water and Wastewater Utility Rate Analysis; authorization for use of Contingency Funds in the amount of $2,800.00 for emergency repairs to backup generator at the Police Station; and approval of Change Order No.1 for the Westover Addition Street and Drainage Improvements project in the amount of $35,916.25 on consensus. The Council removed Items 10.B. (1), 10.B. (2), 10.C.. (1), 10.C. (2), 10.D.(1) and 10.D.(5) to be considered separately. Ms. Kissler moved to approve the minutes of the November 5, 1990 Regular Meeting, to approve the remaining Ordinance on second reading; to approve adoption of the remaining Ordinance on third and final reading; to adopt the three remaining Resolutions; to authorize bidding janitorial services and the pneumatic tube system; to authorize receiving Request for Proposals for the Water and Wastewater utility Rate Analysis, to authorize use of contingency funds for the Police Station; and to approve the change order for the Westover Addition Street and Drainage Improvements Project by consensus and Mr. Guerra seconded the motion, which passed unanimously.
