City of San Marcos Five Year Consolidated Plan for the 2025-2029 Program Years— FINAL—Last Updated 08/08/25 <br /> City staff from various departments are active members of the Homeless Coalition of Hays County, the SMTX Mental Health Coalition, <br /> Community Organizations Active in Disaster, the Hays Interagency Group, San Marcos Area Chamber of Commerce, and Healthy Hays. <br /> Leadership and direction for these groups are provided by the participating public services agencies. <br /> Ongoing, the City's CDBG staff works closely with San Marcos Housing Authority and local organizations that provide services to City <br /> residents by sharing information on grant and training opportunities, as well as community data. The city's open application process <br /> allows agencies and City departments to apply for CDBG funding.The City also provides more than $600,000 annually in general funds <br /> to local non-profit organizations through an annual open application process. <br /> The City waives development and permit fees for Housing authority projects, construction, and rehabilitation of affordable housing. <br /> The City has participated in the renovation of public facilities which serve the community, including a community center, and has <br /> updated park facilities in low-income neighborhoods. <br /> The City created a Council Committee on Homelessness in 2020, comprised of three City Council members. In 2021 the City contracted <br /> with Texas State University(in conjunction with Luminosa Research) for creation of a Homeless Needs Assessment, entitled Assessing <br /> the Needs of the Community to Keep Homelessness Rare, Brief, and Non-Recurring. This report was completed in 2022 and included <br /> a review and recommendations for an increase in collaboration, coordination, and leadership. Below are the steps recommended by <br /> the 2022 Assessment and an update on progress made: <br /> 1. Identify a lead planning and coordinating agency <br /> Update: Southside Community Center has agreed to be a lead planning and coordinating agency, and is contracted and <br /> funded by the City using American Rescue Plan Act funding <br /> 2. Facilitate collaboration among all community stakeholders <br /> Update: Homeless Coalition of Hays County facilitates collaboration among all community stakeholders, with membership <br /> updates and regular meetings. City staff from the Police Department, Neighborhood Enhancement, and the Library <br /> participate in the Coalition. <br /> 3. Develop a strategic plan to systematically address the critical relief and housing solution gaps <br /> Update: The City contracted to have a Strategic Plan created for San Marcos, which was completed in March 2023. <br /> 4. Collect and analyze data to quantify needs and measure successes <br /> Consolidated Plan SAN MARCOS 11 <br />
