City of San Marcos Five Year Consolidated Plan for the 2025-2029 Program Years— FINAL—Last Updated 08/08/25 <br /> transportation, medical needs, meal plans, etc. HOME Center occasionally uses funding to provide temporary emergency shelter <br /> (motel rooms) to people who are waiting on approval for more permanent housing or income. <br /> The Homeless Coalition of Hays County(HCHC) is led by local non-profit agencies. Its goal is to work with all cities and agencies in Hays <br /> County to increase interagency coordination, reduce duplication of services, and maximize limited resources. The HCHC uses Texas <br /> Homeless Network guidelines in shaping coordination within Hays County. THIN has provided HMIS training and information, as well <br /> as information and materials for the Texas legislative session. THIN organized the Homelessness Advocacy Day in March at the state <br /> capitol, which 2 HCHC board members attended. <br /> Southside Community Center has also signed a Memorandum of Understanding with THIN as a partner agency. Southside received <br /> training from THIN in 2024, and is using processes recommended by THIN to develop policies and procedures and to implement the <br /> objectives outlined in the City contract. A Program Manager has been hired and is establishing standard operating procedures for the <br /> programs. The MOU includes the following requirements for Southside: <br /> 1. Serve as support for the local Coordinated Entry process and coordinate participating organizations and agencies. <br /> 2. Participate in the Texas Balance of State Continuum of Care Coordinated Entry planning and management activities as <br /> established by CoC leadership. <br /> 3. Ensure that their community's CE Policies and Procedures adhere to the requirements in the TX BoS CoC CE Written Standards <br /> and do not supersede the TX BoS CoC CE Written Standards. <br /> 4. Develop CE Policies and Procedures from the TX BoS CoC template, which must be submitted to the Systems Change Team <br /> when complete and upon each update. <br /> 5. Market the local Coordinated Entry process. <br /> 6. Develop and have a system in place to maintain the Eligibility Matrix. <br /> 7. Address grievances according to the local CE Policies and Procedures as they arise in their coverage area for Coordinated Entry. <br /> 8. Work with the Systems Change Team to conduct performance and progress evaluation of the local Coordinated Entry process <br /> as needed and recommend adjustments as necessary. <br /> Consolidated Plan SAN MARCOS 13 <br />
