City of San Marcos Five Year Consolidated Plan for the 2025-2029 Program Years— FINAL—Last Updated 08/08/25 <br /> Regarding disability, the CHAS data in Table 6 shows 1,650 as the estimated number of households where at least one person has a <br /> self-care or independent living limitation and has income of less than 80%AMI.These households may be more likely than the general <br /> population to need housing assistance, including provision of accessibility improvements. <br /> What are the most common housing problems? <br /> Housing Expense Cost Burden: As shown in tables from the 2016-2020 CHAS, of all housing problems, high cost burden on housing <br /> expenses(cost > 30%of income) is a serious problem for a high percentage San Marcos residents(42%), especially for those who rent. <br /> In San Marcos 71% of all housing units are rented, with only 29% owner occupied (ACS Table 7). 21% of San Marcos residents have a <br /> severe cost burden (cost > 50% of income), and 96% of them are renters. <br /> Condition of Existing Housing Stock: The 2018 San Marcos Housing Survey found that condition of existing housing stock is also a <br /> common problem. Overall, about one-third of all renters and 9% of owners in the city said their home was in fair or poor condition. <br /> Displacement Prevention: Finally, according to the 2018 San Marcos Housing Needs Assessment, displacement prevention is a <br /> common need. The most common reasons were rent increases, flood damage, cost of utilities, and the landlord selling the home. <br /> Are any populations/household types more affected than others by these problems? <br /> Through calculations using 2016-2020 CHAS tables, it can be seen that 80% of "other" households in the 0-30% median income range <br /> are experiencing a severe cost burden (>50%). This is a much higher rate than any other group. In addition, 94% of "small related" <br /> households in the 0-30% median income range are experiencing a significant housing cost burden (>30%), as are 95% of the "other" <br /> households in the 30-50% median income range. <br /> 2016-2020 CHAS Table 7 shows that 77 % of households with income less than 30% HUD Area Median Income that are "small family" <br /> (2 persons, neither person 62 years or over, or 3 or 4 persons) have a severe cost burden (925 households out of 1,205). 74% of <br /> households with income less than 30% HUD Area Median Income that are "other" (non-elderly, non-family) have a severe cost burden <br /> (3,170 households out of 4,295).
