City of San Marcos Five Year Consolidated Plan for the 2025-2029 Program Years— FINAL—Last Updated 08/08/25 <br /> If a jurisdiction provides estimates of the at-risk population(s), it should also include a description of the operational definition of <br /> the at-risk group and the methodology used to generate the estimates: <br /> At risk populations include those with a housing cost burden of 50% or more in San Marcos. Per the 2019 Housing Needs Assessment, <br /> it is generally accepted that households should not pay more than 50% of their incomes in housing costs. This "severe" level of cost <br /> burden puts households at high risk of homelessness—and also restricts the extent to which households can contribute to the local <br /> economy. Housing costs include rent or mortgage, basic utilities, mortgage insurance, home owners' association fees, and property <br /> taxes. <br /> The 2016-2020 CHAS data shows that 5,435 renter households and 330 owner households — a total of 24% of all households - had a <br /> cost burden of greater than 50% of their income, and because home prices have risen faster than income this problem has certainly <br /> worsened since then. <br /> Per the Texas Homeless Network (the Continuum of Care for San Marcos), additional risk factors for homelessness may include living <br /> in a one-parent household where the parent does not have a high school diploma and has a low income, mental illness, substance use, <br /> criminal history (especially felony convictions), domestic violence, and exiting the foster care system. <br /> According to the National Network to End Domestic Violence the leading cause of homelessness for women and children is domestic <br /> violence.The Hays-Caldwell Women's Center,a non-profit organization, provides services to victims of family violence,dating violence, <br /> sexual assault, and child abuse. The Center provided shelter to 190 people from San Marcos in the past 12 months. Center staff <br /> estimate that 81 San Marcos families who are victims of abuse need housing assistance annually. <br /> Specify particular housing characteristics that have been linked with instability and an increased risk of homelessness <br /> The high cost of rental housing in San Marcos creates instability and an increased risk of homelessness as a by-product. Very low <br /> income homeowners living in aging housing have limited resources for maintaining and repairing their homes; if no repairs are made <br /> serious deficiencies can leave the home uninhabitable creating a risk of homelessness or overcrowding. The low or extremely low <br /> income households with at least one person 75 years or older are also in danger of becoming homeless or having to double-up with <br /> families or friends as options for affordable living decrease and assisted living is not affordable. <br /> Consolidated Plan SAN MARCOS 46 <br />
