City of San Marcos Five Year Consolidated Plan for the 2025-2029 Program Years— FINAL—Last Updated 08/08/25 <br /> NA-20 Disproportionately Greater Need: Severe Housing Problems — 91.205 (b)(2) <br /> Assess the need of any racial or ethnic group that has disproportionately greater need in comparison to the needs of that category <br /> of need as a whole. <br /> Introduction <br /> Per HUD guidance, a disproportionately greater need exists when the members of racial or ethnic group at a given income level <br /> experience housing problems at a greater rate (10 percentage points or more) than the income level as a whole. <br /> The tables below provide race and income information for households that have severe housing problems, which include the following <br /> issues: 1) Overcrowded households with more than 1.5 persons per room, not including bathrooms, porches, foyers, halls, or half- <br /> rooms, and 2) Households with cost burdens of more than 50 percent of income. <br /> The four severe housing problems are: 1.
