City of San Marcos Five Year Consolidated Plan for the 2025-2029 Program Years— FINAL—Last Updated 08/08/25 <br /> PRIORITY ACTIVITY <br /> Down Payments 16 <br /> Affordable Housing Housing Repair 18 <br /> Housing Counseling 96 <br /> Emergency Assistance 326 <br /> Public Services CASA 444 <br /> Survivors of Domestic Abuse 1,524 <br /> Park Improvements 4 <br /> Public Facilities <br /> Centro Cultural 1 <br /> remolition Spot Slum and Blight 2 <br /> CDBG Entitlement funding has been spent as originally allocated except for the following reallocations from slow-moving programs to <br /> more current needs: <br /> • Funding for demolition was reduced and part was moved to housing rehabilitation <br /> • Land acquisition funding was reallocated to park and sidewalk improvements <br /> • Homebuyer assistance funding was reallocated to public facilities <br /> All funded projects addressed one of the High Priorities identified as a community need in the City's previous five-year plan. The City <br /> has consistently expended no more than 20% of the annual allocation on program administration, which complies with the program <br /> regulations. The City's annual program is operated in compliance with its Citizen Participation Plan. <br /> In addition to CDBG Entitlement, the City of San Marcos has an active CDBG-Mitigation grant of$24 million. Approximately$15 million <br /> has been spent on construction of stormwater infrastructure improvements, and the remainder will be used over the next few years <br /> for master plans and land acquisition. <br /> Consolidated Plan SAN MARCOS 5 <br />
