City of San Marcos Five Year Consolidated Plan for the 2025-2029 Program Years— FINAL—Last Updated 08/08/25 <br /> Section 504 Needs Assessment: <br /> A Section 504 Needs Assessment was completed by the San Marcos Housing Authority when it was originally due, prior to 1988. <br /> Programs and procedures have since been put into place to address the needs identified in the assessment, and the assessment is no <br /> longer applicable to current operations. <br /> Describe the needs of public housing tenants and applicants on the waiting list for accessible units: <br /> When the Springtown Villas project was first completed, applicants were most often able-bodied elderly. Now a higher percentage <br /> are have physical or mental disabilities and therefore need special accommodations for those. <br /> Applicants are most often single people who need a one-bedroom unit. <br /> Most immediate needs of residents of Public Housing and Housing Choice voucher holders <br /> Tenants most frequently request items such as ramps and grab bars to assist in their ability to maneuver in their home with a disability. <br /> Housing Choice Voucher participants tend to have specific medical and accessibility needs. Other needs of Public Housing and Section <br /> 8 residents include affordable childcare after hours or on weekends, inexpensive sources for furniture and other household <br /> furnishings, moving assistance, support group or counseling services, and extended public transportation hours (since the public bus <br /> service closes at 6:00pm). <br /> How do these needs compare to the housing needs of the population at large <br /> The need for more affordable housing choices in San Marcos is a shared by persons with a disability, the population at large, and <br /> residents of public housing and Housing Choice Voucher programs. <br /> Transportation is a major need that likely impacts Public Housing residents and Housing Choice Voucher holders more than the <br /> population at large. The bus system closes at 6:00pm but many people in lower-end jobs work in shifts, not an 8-5 job. In addition, as <br /> land prices have increased in the city, public services have found they have to move to the outskirts in orderto expand to accommodate <br /> the growing population, and they are not always located on a bus line or near a bus stop.
