City of San Marcos Five Year Consolidated Plan for the 2025-2029 Program Years— FINAL—Last Updated 08/08/25 <br /> of its annual CDBG allocation on public services (approximately $100,000 per year). In addition, due to restrictions on use, CDBG <br /> funding is not generally used for transportation issues; other federal funding sources are directed toward those needs. In CDBG <br /> funding, any economic development project must directly create or retain jobs, which limits the projects that can be funded. <br /> Public comments were received in writing during the workshops and in the agency and resident surveys. <br /> Eighty-nine individuals responded to the resident survey. The top priority needs stated in the survey responses were in the public <br /> services category, with 55% of respondents ranking disability/elder services, abuse and neglect, youth programs, and homelessness <br /> prevention as a high priority. Regarding the other categories that were ranked as high priority by respondents, 42% considered <br /> transportation to be a high priority, followed by economic development at 37%, and public facilities at 35%. <br /> Several comments centered around a community center or safe space for the LGBTQIA+ community. Comments on potential <br /> programs or projects favored enhanced public facilities overall, with infrastructure improvements second. Supporting agencies and <br /> programs that provide for homelessness prevention also ranked high on the lists of concerns. <br /> Comments were also received from the public service providers consulted. They stressed the need for affordable housing, enhancing <br /> the quality of life for elderly and youth, and reducing homelessness. In addition, increased funding for social services is needed by all <br /> organizations. <br /> Comments were received at the June 3, 2025, public hearing, from a member of the public. <br /> Comments received from the public are as follows: <br /> The speaker stated that he hopes CDBG can offer creative funding. He stated that the San Marcos Civics Club asked the workforce <br /> housing committee to adopt the tenants Bill of rights within the LIHTC policy. <br /> No comments were received during the 30-day public comment period June 6—July 7, 2025. <br /> 6.
