Mrs. Norris moved to <br />approve the minutes. Mr. James seconded the motion, which passed <br />unanimously. <br /> <br />The Mayor introduced for consideration an Ordinance on third and <br />final reading, the caption of which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS <br />THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED <br />SEPTEriBER 29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 12.11 ACRES <br />OUT OF THE HOLLAND HILLS ADDITION, FROM "R-l" (SINGLE FAMILY <br />RESIDENTIAL) TO "TH" (TOWNHOUSE). <br /> <br />Mr. Cavazos moved for adoption of this Ordinance. Mrs. Norris seconded <br />the motion. Mr. Brown stated that he objected to the zoning change <br />as a study by Planning & Zoning on the recharge zone was not complete <br />and he also felt that there were other projects as worthy as this one <br />that could be placed in the sç¡.me area. Mr. James agreed with Mr. Brown <br />and stated that future requests would get closer scrutiny. Mr. Brown <br />then moved to table this item. He did not receive a second. On the <br />original motion to adopt the Ordinance, the vote was recorded as follows: <br /> <br />AYE: <br /> <br />Cavazos, James, Kraus, Norris, Stokes, Tarbutton <br /> <br />NAY: <br /> <br />Brown <br /> <br />The Mayor introduced for consideration an Ordinance on second reading, <br />the caption of which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, TEXAS, <br />ANNEXING TO SAID CITY A CONTIGUOUS TRACT OF LAND CONTAINING APPROX- <br />IMATELY 133 ACRES, HORE OR LESS, LOCATED WITHIN THE EXTRATERRITORIAL <br />JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUND- <br />ARIES; EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE <br />SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE RIGHTS <br />AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY; BINDING SAID INHABITANTS <br />BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF SAID <br />CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to approve the Ordinance on second reading. Mr. Tarbutton <br />seconded the motion. Mr. Stokes stated that annexation and capital <br />improvements program should go hand-in-hand.
