30 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 12, 1981 PRESENT: Mayor *Kenneth V Kraus Council Members Kar 1 Tll. Brown Robert L. Cavazos Berry R. Gonzalez Sharyl Werner Barbara Edwards Earl Williams Bob Minnie George Boeker Also Present: Gordon Thompson, Frances Emery, Craig Farmer, Bob Hyatt, John Kreczmer, Joe Garza, Fred Guerra, Kelly Kilber, Jeff Watkins, Frank Wagner, Melissa Millecam, Jane Wilson, Chester Whitte, Kenneth Sutton, Mr. & Mrs. pryatel, and others. The Mayor called the meeting to order at 7:30 p.m. The Mayor introduced for consideration approval ~f the minutes of the regular meeting held December 22, 1980. Mrs. Norris moved to approve the minutes. Mr. James seconded the motion, which passed unanimously. The Mayor introduced for consideration an Ordinance on third and final reading, the caption of which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEriBER 29, 1980 (VOL. 54) BY CHANGING THE ZONING OF 12.11 ACRES OUT OF THE HOLLAND HILLS ADDITION, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "TH" (TOWNHOUSE). Mr. Cavazos moved for adoption of this Ordinance. Mrs. Norris seconded the motion. Mr. Brown stated that he objected to the zoning change as a study by Planning & Zoning on the recharge zone was not complete and he also felt that there were other projects as worthy as this one that could be placed in the sç¡.me area. Mr. James agreed with Mr. Brown and stated that future requests would get closer scrutiny. Mr. Brown then moved to table this item. He did not receive a second. On the original motion to adopt the Ordinance, the vote was recorded as follows: AYE: Cavazos, James, Kraus, Norris, Stokes, Tarbutton NAY: Brown The Mayor introduced for consideration an Ordinance on second reading, the caption of which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, TEXAS, ANNEXING TO SAID CITY A CONTIGUOUS TRACT OF LAND CONTAINING APPROX- IMATELY 133 ACRES, HORE OR LESS, LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUND- ARIES; EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY; BINDING SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF SAID CITY AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved to approve the Ordinance on second reading. Mr. Tarbutton seconded the motion. Mr. Stokes stated that annexation and capital improvements program should go hand-in-hand.
