58 regular meeting january 26, 1981 page six The Mayor introduced for consideration a report from the Charter Review Commission. Dan Farlow, Chairman of the Commission, addressed the Council on their report. Mrs. Norris moved to place on the ballot changing the date of runoff elections from the fourth Saturday after the regular or special election to the second Saturday. Mr. Tarbutton seconded the motion. On roll call, the following vote was recorded: AYE: Brown, James, Kraus, Norris, Tarbutton NAY: None ABSTAIN: Cavazos The next item discussed from the Charter Review Commission report was the issue of Single Member Districts. Mr. James had a question about there being enough time to get this item approved by the Justice Department. Mr. Brown stated that he would like to see this issue be presented to the people Mr. Tarbutton stated that he felt that San Marcos was not ready for this yet as the population was not large enough. Mr. Harvey Miller, from the NAACP, stated that they ",ere against the Single~1ember District. Mr. James moved to consider a 4-2-1 form of Single Member Districts. Mr. Brown seconded the motion. On roll call, the following vote was recorded: AYE: Brown, James NAY: Kraus, Norris, Tarbutton The motion failed. Mr. Brown stated that a study of the Single Member District concept should be made. The Council recessed to executive session at 10:25 p.m. on motion of Mr. Tarbutton and second of Mr. James to discuss personnel. The Council reconvened in regular session at 11:05 p.m. on motion of Mrs. Norris and second of Mr. Tarbutton. The Mayor stated that no action was taken.
