• 4. Beautification Commission- Retire. <br />The Beautification Commission is composed of seven (7) members and was established to <br />act in an advisory capacity to the City Council, other boards and commissions, and the <br />City staff on programs, policies and activities for maintaining and enhancing the visual <br />quality of the City, and to provide oversight for the programs and activities related to <br />maintaining and enhancing the visual quality of the City. <br />Recommendation: In the Spring of 2009, City staff developed a Comprehensive <br />Beautification Plan, but it does not seem like the Beautification Commission's role is <br />clearly defined in the implementation of this Plan. There also seems to be duplication of <br />functions with the Parks & Recreation Advisory Board. In order to continue to encourage <br />participation and make better use of the talent of the individuals currently serving on the <br />Beautification Commission, it is recommended that a Keep San Marcos Beautiful <br />advisory committee be formed. The group would make recommendations to the Parks <br />Board regarding direction on how to use the funds allocated for beautification efforts. <br />5. Cemetery Commission- No change. <br />The Cemetery Commission is composed of seven (7) members and is charged with <br />advising City staff about issues relating to the City -owned cemetery, including capital <br />• improvements projects, ordinance changes and future development. <br />• <br />6. Charter Review Commission- No change. <br />The seven - member (7) Charter Review Commission inquires into the operations of City <br />government as prescribed by the City Charter and recommends whether charter <br />amendments should be included as part of the next election. The Charter Review <br />Commission meets every two years, so it is rare for the Charter Review Commission and <br />Sunset Commission to meet at the same time. <br />7. Civil Service Commission- Mandated. No change. <br />The Civil Service Commission is composed of three (3) members appointed by the City <br />Manager and confirmed by the City Council. The Commission operates under the Texas <br />Civil Service statute and administers policy relating to Police and Fire Civil Service <br />employees. The Commission meets on an "as- needed" basis to adopt or revise local civil <br />service regulations, as well as to hear appeals regarding matter relating to disciplinary <br />actions or promotional tests. <br />10 <br />
