behalf of the City of San Marcos. A project code name may be <br />used in instances the company has entered into a Non - <br />Disclosure Agreement with the Partnership. <br />i. For companies requesting incentives that are Large <br />Enterprises (defined as either having more than 1,000 <br />employees or more than $500 million in disclosed annual <br />revenue), the Partnership will procure from a reputable <br />third -party an Environmental, Social, and Governance <br />(ESG) report and include it as an appendix to the EIA. <br />ii. For companies requesting incentives that are not Large <br />Enterprises, the Partnership shall determine if an ESG <br />report is available through the same service provider it <br />utilizes for procuring reports for Large Enterprises and, <br />if so, shall notify the City Manager of the potential <br />availability of the third -party ESG report. However, the <br />Partnership shall not procure the ESG report unless <br />specifically directed to do so by the City Manager. <br />iii. The cost for each ESG report shall be submitted by the <br />Partnership to the City for reimbursement of the actual cost <br />of the report (i.e., without mark-up or added fees or <br />charges), including supporting documentation. <br />Notwithstanding the foregoing, in the event the cost of a <br />single report would exceed $1,500 or the total annual costs <br />for ESG reports hereunder would exceed $10,500, the <br />Partnership shall not provide the report unless it receives <br />written authorization from the City Manager to do so. Any <br />ESG report provided shall be subject to the terms and <br />conditions of the third -party report provider. <br />F. Workforce Development. The quality of a community's workforce <br />is the most important competitive asset it can offer current and future businesses. <br />The Partnership will continue efforts to ensure that the City has the workforce <br />needed for a diverse and growing economy. <br />1. Objective: Align education and training efforts with job <br />creation so that local citizens have the training they need to more effectively <br />compete for knowledge- intensive industries. The Partnership will <br />maintain and expand partnerships with Workforce Solutions Rural Capital <br />Area, Gary Job Corps, Austin Community College, Texas State <br />Occupational, Workforce and Leadership Studies ("OWLs") program, and <br />other workforce stakeholders. <br />EDSM Approved on Aug. 22, 2025: One -Year Extension (Clean Version) Page 4 of 25 <br />
