Call to Order and Announce a Quorum is Present <br />With a quorum present, the Special Meeting of the San Marcos City Council was called <br />to order by Mayor Susan Narvaiz at 6:00 p.m. on Wednesday, April 30, 2008 in the <br />Council Chambers of the City of San Marcos City Hall, 630 East Hopkins, San Marcos, <br />Texas 78666. <br />3. Discussion on green enemy policies and direction to staff. <br />Richard Mendoza, team leader, presented the Sustainable Green Energy Team Update. <br />He reminded everyone of the October 22 meeting where staff received direction to <br />develop a citizen's energy policy survey, to develop an internal department survey, to <br />conduct a city facilities energy/resource utilization audit, and to research existing <br />municipal energy policies. Staff organized into two teams; an executive team and a <br />working team. The executive team set the goals and objectives, and reviewed the <br />research and draft reports. The work team conducted the research and drafted the survey <br />instruments, policy and audit. Specific assignments included creating a citizen energy <br />
