EMPLOYMENTANDTRAINING <br />1) Tothegreatestextentfeasible,andconsistentwithexistingFederal,state,andlocallawsandregulations,the <br />City,contractors,andsubcontractorsshallensurethatemploymentandtrainingopportunitiesarisingin <br />connectionwithSection3projectsareprovidedtoSection3workerswithinthecountyinwhichtheprojectis <br />located. <br />2) Wherefeasible,priorityforsuchemploymentopportunitiesandtrainingshouldbegivento: <br />a. Section3workersresidingwithintheserviceareaortheneighborhoodoftheproject(thatis,Targeted <br />Section3Workers),and <br />b. ParticipantsinYouthBuildprograms. <br />NothinginthispartshallbeconstruedtorequiretheemploymentofsomeonewhomeetsthisdefinitionofaSection3 <br />worker.Section3workersarenotexemptfrommeetingthequalificationsofthepositiontobefilled. <br />2.CONTRACTING <br />1) Tothegreatestextentfeasible,andconsistentwithexistingFederal,state,andlocallawsandregulations,the <br />City,contractors,andsubcontractorsshallensurecontractsforworkawardedinconnectionwithSection3 <br />projectsareprovidedtobusinessconcernsthatprovideeconomicopportunitiestoSection3workersresiding <br />withinthecountyinwhichtheprojectislocated. <br />2) Wherefeasible,priorityforsuchcontractingopportunitiesshouldbegivento: <br />a.
