He stated if the votes for <br />the disannexation do not go accordingly, then everyone will lose. He <br />encouraged the Council to disannex, then come back and annex this area <br />legally. Mr. Thomaides stated he feels this vote on the disannexation is <br />one of the most important votes he will have to make this year. He stated <br />the cost of the Service Plan would be a drain on City finances. He also <br />stated he feels the City's image has suffered due to the many divisive <br />comments which have been made regarding this issue. He feels this issue <br />needs to be voted on and then put behind, so the City can get on with <br />important City business. Ms. Narvaiz stated she is concerned with the <br />conflict of interest of some of her colleagues. She stated the annexation <br />has torn the City apart for two years. She also stated she wants to <br />protect the future of San Marcos and annex this area when the City is <br />ready. She encouraged Mayor Habingreither and Mr. Diaz to take up City <br />residence until their City Council term is over, to save the City money. <br />Mr. Diaz stated he agreed with Ms. Narvaiz regarding abstaining from the <br />disannexation vote. He stated he did not run for City Council in order to <br />disannex this area. Mr. Diaz stated he feels this area needs to be made <br />part of the City in the future and this disannexation is all about <br />economics. He stated he feels the residents of Subarea A and Fare <br />already City residents. Mr. Taylor stated he attended the informational <br />annexation meetings the City Staff held before this area was annexed. He <br />stated he feels the previous City Staff and Council took advantage of a <br />legal loophole. He also stated the annexation might have been legal, but <br />does not personally feel it was moral. Mr. Mihalkanin stated he can see <br />the pros and cons on both sides of this issue. He also stated he is the <br />only current member of the Council who was on the Council when the <br />annexation vote was passed. He stated he felt this area should have been <br />subdivided in the beginning instead of annexing the entire Southwest San <br />Marcos at one time. He also stated at the time he was concerned about the <br />future of San Marcos and with the information provided to him, he thought <br />this annexation would help with the City's economic development efforts. <br />He stated he hopes to recapture relationships and work for a good <br />community. Mayor Habingreither stated he feels this disannexation is the <br />right thing to do. He also stated he will continue to live in the City if <br />this area is disannexed. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Narvaiz, Thomaides, Mihalkanin, Habingreither and Taylor. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Diaz. <br /> <br />Mayor Habingreither introduced for consideration seven appointments to the <br />Minority Economic Development and Tourism Development Advisory Board. Mr. <br />Thomaides moved to appoint Gloria Salazar as a City resident member, Mayor <br />Habingreither moved to appoint John Diaz as the City Council member, Mr. <br />Taylor moved to appoint Amy Kirwin as a City resident member and Mr. Diaz <br />moved to appoint Selena Ybarra as the Food and Beverage Business member, <br />which passed unanimously. The remaining appointments will be rescheduled. <br />
