TERMS AND CONDITIONS TO BE REQUESTED FOR GROUND RULES <br /> • Upon the start of the 2027 meet and confer agreement negotiations, the City Manager will <br /> request that all meet and confer agreement negotiations between the City and the <br /> representative associations of public safety employees to be conducted in meetings that are <br /> publicly noticed, recorded, and broadcasted. The City Manager, in coordination with <br /> appropriate City staff, shall ensure that members of the public are afforded a reasonable <br /> opportunity to provide comment at the beginning or end of each meeting(not both), subject <br /> to established procedural rules. An e-mail option will also be made available. Final <br /> documents exchanged between the City and any representative association during these <br /> publicly recorded and broadcast meetings shall be made publicly accessible. <br /> • The City Manager is further directed that,if at any time before or during the course of meet <br /> and confer agreement negotiations between the City and a representative of the association <br /> for public safety employees, City staff proposes to deviate from the established policy of <br /> conducting publicly accessible negotiations, the City Manager shall seek Council <br /> authorization for such deviation approved by a majority vote of the City Council at a <br /> regularly posted Council meeting. <br />
