TERMS AND CONDITIONS TO BE REQUESTED FOR GROUND RULES • Upon the start of the 2027 meet and confer agreement negotiations, the City Manager will request that all meet and confer agreement negotiations between the City and the representative associations of public safety employees to be conducted in meetings that are publicly noticed, recorded, and broadcasted. The City Manager, in coordination with appropriate City staff, shall ensure that members of the public are afforded a reasonable opportunity to provide comment at the beginning or end of each meeting(not both), subject to established procedural rules. An e-mail option will also be made available. Final documents exchanged between the City and any representative association during these publicly recorded and broadcast meetings shall be made publicly accessible. • The City Manager is further directed that,if at any time before or during the course of meet and confer agreement negotiations between the City and a representative of the association for public safety employees, City staff proposes to deviate from the established policy of conducting publicly accessible negotiations, the City Manager shall seek Council authorization for such deviation approved by a majority vote of the City Council at a regularly posted Council meeting.
