PRESERVATION FUNDING <br />Federal and state government funds and non-profit funds benefit <br />the Historic Preservation Program and its partners. <br />HISTORIC PRESERVATION FUND (HPF) <br />NPS gives federal money to THPOs and SHPOs like THC from the HPF_established in 1976, each <br />fiscal year. SHPOs must internally match 40% of the HPF received. <br />SHPOs must pass 10% of the HPF received to CLGs like San Marcos in the form of CLG Grants and <br />Competitive Grants for NRHP nominations, rehabilitation work, design guidelines, educational <br />programs, training, structural assessments, and feasibility studies, to name a few. <br />CLGs must internally match 50% of the HPF passed through the SHPO to the CLG with non-federal <br />money from the City Capital Improvements Plan or with U.S. Department of Housing and Urban <br />Development (HUD) Community Development Block Grants (CDBG), which benefit various other <br />programs in addition to historic preservation when granted. The following are recent HPF Grants, <br />which passed through THC to San Marcos and required 50% match. <br />2018 CLG Grant —My Historic SMTX survey $39,290.85 $39,290.85 <br />Underrepresented Communities Grant —Dunbar <br />Neighborhood National Register Nomination, <br />2022 Calaboose African American Museum, and Ulysses $15,000.00 $15,000.00 <br />Cephas House to the NRHP <br />Based on a THC-produced summary of National HPF CLG grants administered by THC and awarded <br />between 2013-2022, the average grant award per project was about $15,000, which represented <br />about 47% of the total project cost. The number of grants awarded to the City of San Marcos was <br />slightly below the average for all other communities (2.7). Georgetown, a city of similar size, was <br />awarded two projects totaling about $40,000 during the same period. <br />TEXAS PRESERVATION TRUST FUND (TPTF) <br />The TPTF, established in 1989 and administered by the THC, is managed by the Texas Treasury <br />Safekeeping Trust Company. Investment earnings are distributed as matching grants, typically <br />between $10,000 and $50,000, to qualified applicants for acquisition, survey, restoration, <br />preservation, planning, and heritage education activities leading to the preservation of historic <br />architectural and archaeological properties and associated collections of the State of Texas. <br />Applicants for grant assistance must provide a minimum of $1 in cash to match each state dollar <br />of the project's approved cost, and $1 is reimbursed for every $2 spent until the grant amount is <br />reached. CLGs must internally match 50% of TPTF grants. San Marcos' Historic Preservation Program <br />accomplishes this through allocations set in the Annual Budget and Capital Improvements Plan. <br />112 SAN MARCOS HISTORIC PRESERVATION PLAN (2026) <br />
