HISTORIC PRESERVATION COMMISSION <br />FINDINGS <br />4 <br />1. The HPC is compliant with CLG <br />requirements. <br />2. An orientation session and printed <br />materials including copies of pertinent <br />City code sections, the HPC bylaws, <br />design guidelines, the Secretary of <br />the Interior's Standards, and relevant <br />NPS publications are provided for new <br />HPC members. <br />3. The HPC has efficient meetings <br />guided by the HPO and HPC chair. <br />4. HPC members feel that the agenda for <br />each meeting is manageable. <br />5. Parliamentary procedure reminders <br />to HPC members are sometimes <br />required. <br />6. There is adequate legal support for <br />the Commission from the City. <br />7. The HPC membership does not <br />reflect the diversity of San Marcos, but <br />progress is being made. <br />SOLUTIONS <br />(9 <br />1. Actively work to fill HPC positions with individuals <br />that reflect the diversity of San Marcos by <br />working with neighborhood associations, <br />residents, and other community groups, <br />especially those identified under Community <br />Partners in Chapter 3. Presenting City Council <br />members with demographic information and the <br />types of representation sought can be helpful. <br />2. Actively seek a professional archaeologist to join <br />the HPC to review and recommend policy and <br />procedures for the preservation of significant <br />archaeological sites. <br />3. Consider offering childcare for HPC (and <br />other City boards and commissions) to make <br />membership more accessible for working <br />parents. Flexible meeting times can also be <br />considered to better accommodate those with <br />standard 8-to-5 work schedules. <br />4. Provide annual training on parliamentary <br />procedure and provide each HPC member with a <br />Robert's Rules of Order "cheat sheet" handout. <br />5. Provide training for the HPC on evaluating <br />"extreme hardship" for consideration in granting <br />COAs, and publish it on the City's website. <br />6. Consider establishing a goal identification <br />roundtable with the HPO and HPC to develop an <br />annual work plan that will guide objectives and <br />priorities and publish it on the City's website. <br />CITY HISTORIC PRESERVATION GOALS 121 <br />
