Lva <br />CASE STUDY: <br />VACANT BUILDING PROGRAMS & ORDINANCES <br />Dallas Central Business El Paso San Antonio <br />District <br />Registration of vacant buildings <br />(vacant for more than 45 days); <br />$79 application fee. <br />Inspection fee of $185.64 plus the <br />building square footage multiplied <br />by $0.009282. <br />Proof of insurance is required. <br />Proof of payment of ad valorem <br />taxes is required. <br />Within 30 days of receiving <br />certificate of vacancy registration, <br />property owners must submit a <br />vacant building plan including <br />plans of action for: <br />• Correcting violations of any <br />city ordinance. <br />• Maintaining the building and <br />its premises in compliance <br />with all city ordinances. <br />• Maintaining the building and <br />its premises in a safe and <br />secure manner. <br />• Occupying or selling <br />the building, including a <br />schedule for renovation <br />and repair and schedule for <br />marketing, advertising, etc. <br />• Demolition of the building. <br />Registration must be renewed <br />annually unless the building is <br />sold, becomes occupied, or is <br />demolished. <br />Failure to register results in a <br />daily fine between $500 and <br />$2,000. The city may also impose <br />administrative penalties, fees, and <br />court costs. <br />Registration of vacant buildings <br />(vacant for two or more years) <br />through an application including <br />Period of time building is <br />expected to remain vacant. <br />Estimated date for returning the <br />building to 60% occupancy, if <br />applicable. <br />• Date of demolition, if <br />applicable. <br />• Date of rehabilitation or <br />renovation commencement, <br />if applicable. <br />• Measures to be taken to <br />reduce adverse impacts <br />on the value of adjacent <br />properties if the building will <br />be retained. <br />• Measures to be taken to <br />meet all applicable zoning, <br />property maintenance, <br />historic preservation, and <br />building codes. <br />• Plan for regular maintenance <br />during period of occupancy. <br />Proof of insurance is required. <br />Application fees ranging from <br />$159 to $477. <br />Registrations must be renewed <br />annually. <br />Failure to register results in a daily <br />fine up to $2,000. <br />Registration of vacant buildings <br />(vacant for more than 30 days) <br />through an application including: <br />• Detailed timeline for <br />correcting all violations. <br />• Identification of measures to <br />be taken to maintain property <br />during vacancy. <br />• Plan for the property's future <br />use. <br />• Proof of Liability Insurance is <br />required. <br />• Detailed plan to meet the <br />minimum standard of care <br />for vacant properties which <br />applies to exterior surfaces, <br />premises identification, <br />structural components, <br />doors, windows, porches, <br />decks, balconies, exterior <br />ornamentation, roofs and <br />drainage systems, awnings, <br />chimneys and towers, <br />handrails and doors, and <br />basement hatchways <br />Registration fee of $250 for single <br />family properties or $750 for non - <br />single -family properties. <br />Application fee of $50 for single <br />family properties or $150 for non - <br />single -family properties. <br />Registrations must be renewed <br />annually. <br />Failure to register results in a fine <br />up to $500.
