:D <br />NATIONAL PARK SERVICE <br />Established by the Organic Act in 1916, the NPS is a bureau within the DOI that provides guidance, funding, <br />and support for historic preservation and manages historic preservation programs and historic sites. The <br />agency works with other groups, including state and local government, tribes, and nonprofits. The NPS <br />manages the NRHP. The Keeper of the NRHP, an NPS official, is the final reviewer of all nominations. <br />The NPS also works with SHPOs, THPOs established by federally recognized tribes, and administers the CLG <br />Program in coordination with SHPOs. The Historic Preservation Planning Program of the NPS develops related <br />national policy to assist SHPOs, THPOs, and CLGs; its goals are to: <br />1. Strengthen the integration of historic preservation into the <br />broader public policy and land -use planning and decision - <br />making arenas at the federal, state, tribal, and local levels; <br />2. Increase the opportunities for broad -based and diverse public <br />participation in planning for historic and cultural resources; <br />3. Expand knowledge and skills in historic preservation <br />planning; <br />4. Assist states, tribes, local governments, and federal agencies <br />in carrying out inclusive preservation planning programs that <br />are responsive to their own needs and concerns. <br />ADVISORY COUNCIL FOR HISTORIC PRESERVATION <br />0 HIS]` <br />Established by the NHPA in 1966, the ACHP is a federal agency that advises <br />the President and Congress on national historic preservation policy and <br />provides guidance on the implementation of the NHPA. The ACHP issues <br />` <br />regulations that outline the specific procedures that federal agencies must <br />follow to comply with Section 106 of the NHPA (36 CFR Part 800). The ACHP <br />pC <br />may participate in the Section 106 review process if a project is complex or <br />f <br />controversial and may help develop programmatic agreements for resolving <br />adverse effects. The ACHP ensures that historic preservation is considered <br />in federal but federal has final decision <br />project planning, the agency the on <br />1966 <br />whether and how to proceed with a project affecting historic properties. <br />TRIBAL HISTORIC PRESERVATION OFFICES <br />In 1966, the NHPA granted federally recognized tribes formal responsibility <br />for the preservation of significant historic properties on tribal lands. <br />Established in 1990, the NPS's Tribal Historic Preservation Program assists <br />Indian tribes in preserving their historic properties and cultural traditions <br />through THPOs and annual grant funding programs. THPOs serve the same <br />function as a SHPO for tribes who choose to participate. THPO coordinators <br />facilitate preservation of historic properties and cultural traditions and <br />may choose to advise federal, state, and local agencies on tribal land <br />management and Section 106 reviews.
