RESOLUTION NO. 2026-44R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS APPROVING A LIST OF QUALIFIED FIRMS TO <br /> PROVIDE ON-CALL REAL ESTATE APPRAISAL SERVICES TO THE <br /> CITY ON AN AS-NEEDED BASIS FOR A PERIOD OF SIX YEARS; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> RECITALS: <br /> 1. The City issued a Request for Qualifications("RFQ")No.2025-173 for on-call real <br /> estate appraisal services for various City projects. <br /> 2. On October 30,2025,the City received Statements of Qualifications("SOQ")from <br /> nine firms. <br /> 3. An evaluation committee was formed for the purpose of evaluating the SOQ's and <br /> selecting the most qualified firms for placement on an on-call list. <br /> 4. The committee selected the five most highly qualified firms to be on the on-call list <br /> for real estate appraisal services for a period of six years under the terms of master agreements <br /> with the City in amounts not-to-exceed $300,000.00 per firm. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART I. Based on the evaluator's scores,the following firms are approved for placement <br /> on the City's on-call list of qualified real estate appraisal firms for various City projects for a period <br /> of six years subject to the terms of master agreements to include a not-to-exceed amount of <br /> $300,000.00 with each firm: <br /> A. JLL Valuation&Advisory Services, LLC -Austin, Texas; <br /> B. Allen, Williford& Seale, Inc. - San Antonio, Texas; <br /> C. Hornsby& Company - Austin, Texas; <br /> D. Lowery Property Advisors, LLC - Irving, Texas; and <br /> E. National Valuation Group -Austin, Texas. <br /> PART 2. This resolution will be in full force and effect immediately from and after its <br /> passage. <br /> ADOPTED on March 31, 2026. <br />
