<br />188. <br />Special Meeting <br /> <br />October 6, 2003 <br /> <br />Page 4 <br /> <br />City Council Member, Mr. Mihalkanin moved to appoint Shilpa Amina as <br />Hotel/motel owners/operators (more than 90 rooms) (outside the city), Ms. <br />Narvaiz moved to appoint Larry Teis as the Texas State University-San <br />Marcos Athletics (city resident), Mayor Habingreither moved to appoint <br />Lorie Gallagher as the Outlet mall manager (outside the city), Mr. Taylor <br />moved to appoint Bob Mooney as the Heritage Association/museums (city <br />resident), Mr. Diaz moved to appoint Machi Canchola as the food/beverage <br />~stablishment owner (city resident) and Michael Matott as the Downtown/Main <br />Street (city resident). Mr. Mihalkanin stated the Council amended the <br />Ordinance to allow only two members may reside outside the city limits, <br />which means one of the three cannot serve. Mr. Mark Taylor stated the <br />Council can reconsider the Ordinance and amend to allow three members to <br />reside outside the city limits. Mr. Mihalkanin stated the three non- <br />resident appointments should be withdrawn, and then the Ordinance should be <br />reconsidered and amended. Mayor Habingreither withdrew his appointment of <br />Lorie Gallagher as the Outlet mall manager (outside the city), Mr. <br />Mihalkanin withdrew his appointment of Shilpa Amin as the hotel/motel <br />owners/operators (90 or more rooms) (outside the city), and Mr. Thomaides <br />withdrew his appointment of Jay Patel as the hotel/motel owners/operators <br />(fewer than 90 rooms) (outside the city). The Council then voted <br />unanimously on the remaining appointments of John Thomaides (City Council <br />Member), larry Teis (TSU-SM Athletics), Bob Mooney (Heritage <br />Association/museums) Machi Canchola (food/beverage establishment owner) and <br />Michael Matott (Downtown/Main Street). <br /> <br />Mayor Habingreither introduced for reconsideration Item 6 adoption of an <br />Ordinance on emergency, the caption reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CITY CODE SECTION 2.351 TO REVISE THE COMPOSITION OF THE <br />CONVENTION AND VISITORS BUREAU BOARD; INCLUDING PROCEDURAL PROVISIONS; <br />AND DECLARING AN EMERGENCY. <br /> <br />Mr. Mihalkanin moved to reconsider and Ms. Narvaiz seconded the motion, <br />which passed unanimously. Ms. Narvaiz moved to adopt the Ordinance on <br />emergency and amend Section 2.531(d) to read. . The votinG member of the <br />board representinG tourist attractions must reside in the city or in the <br />city's extraterritorial lurisdiction. Of the remaininG votinG members, at <br />least seven must reside within the city limits, and the remaininG three <br />votinG members may reside outside the city limits; and Mr. Montoya seconded <br />the motion. Mayor Habingreither inquired whether three voting members <br />living outside the city limits is enough. Mr. Mihalkanin stated he is not <br />comfortable with more than three voting members residing outside the city <br />since they are deciding on how to spend tax money. The Council then voted <br />unanimously for adoption of the amendment. The Council voted unanimously <br />for adoption of the Ordinance on emergency. <br /> <br />Mayor Habingreither introduced for consideration approval of six <br />appointments to the Convention and Visitors Bureau Board. Mr. Thomaides <br />moved to appoint Jay Patel as the hotel/motel owners/operators (fewer than <br />90 rooms) (outside the city), Mr. Mihalkanin moved to appoint Shilpa Amin as <br />the hotel/motel owners/operators (90 or more rooms) (outside the city), and <br />Mayor Habingreither moved to appoint Lorie Gallagher as the Outlet mall <br />manager (outside the city), which passed unanimously. The remaining three <br />appointments will be rescheduled. <br />
