updated electronic (GIS based) collection system map will be provided and will be used to reference <br />each system defect by line segment and manhole number. Public and private sector defects will be . <br />separated since those defects on private property will be the responsibility of the property owner to <br />repair. The sewer use ordinance will be used if necessary to ensure repairs are implemented on <br />private property. For defects located on private property, the address of the property will be <br />included in the database for notification purposes. The final report will include an executive <br />summary (to be used in presentation of results), conclusions, recommendations, and prioritize repair <br />costs. The plan will be reviewed and revised as necessary by staff at the end of fiscal year 2008. <br />The plan may be amended at that time to optimize field testing and rehabilitation results. <br />The following measures will be implemented to evaluate the effectiveness of the plan: <br />1. Continued preventative maintenance plan, including manhole inspections, smoke testing, <br />internal cleaning, TV inspection, and mapping; <br />2. Periodically review sewer-related calls to track changes in the amount and types of blockages <br />occurring in the system. <br />Project Deliverables <br />The following represent typical project deliverables: <br />1. Ranking of each system defect by priority <br />2. Private and public sector defect designation <br />3. Executive Summary report for the client <br />4. Final report-rehabilitation plan and estimated costs <br />5. Flow monitoring data (completed) • <br />6. Appendices -sketches, field logs, photographs, field database, updated maps <br />7. Presentation of Final Report to TCEQ and federal agencies if requested <br />8. Data visualizations print-outs of defect categories <br />9. Compilation of study results including final report narrative, all field data, photographs, <br />sketches and videos. <br />10. Updated electronic collection system map <br />11. Establish program effectiveness and update approach as needed <br />Section 8 Plan for Funding the SSO/ Program and Proposed Completion <br />Schedule <br />Funding <br />The SSOI program is planned to be funded primarily from the wastewater revenues collected from <br />customers of the wastewater system. The City of San Marcos may also seek federal, state, or other <br />financial aid in the form of grants. <br />Proposed Schedule <br />The implementation schedule is rather aggressive and many items are scheduled for startup <br />immediately upon acceptance of the plan by TCEQ. The FOG and SUO tasks include time for <br />development, review by legal department and council approvals. Implementation of various aspects • <br />of the plan will require modification of the MAXIMO maintenance management software and the <br />degree of effort that will be required is not known at this time.
