Summary <br />This document presents the written plans and implementation schedule as requested by TCEQ in <br />their letter of Apri128, 2006. Specific items included in this corrective action plan are: <br />1. Plan for the development of a grease trap and private collection line maintenance ordinance. <br />2. Plan for continuation of chemical treatment in the collection system <br />3. Plan for the implementation of a routine collection system cleaning schedule <br />4. Plan for the development of a routine inspection/maintenance/replacement schedule for all <br />pumps and electrical equipment at all lift stations <br />5. Plan for the assessment of all lift stations that will assure all lift stations are either adequately <br />sized or are, or will be, equipped with an alternative power source <br />6. A plan for the installation of markers to protect collection lines and appurtenances which are <br />vulnerable to vehicles and other hazards <br />7. Plan for the testing /repair/replacement of collection lines that are a suspected source of <br />infiltration/inflow <br />Section 1 FOG control Program- Grease Trap and Private Collection <br />Line Maintenance Ordinance <br />Grease is a significant source of sewer blockages in San Marcos, potentially leading to SSO's. A <br />FOG control program will identify those sections of the sewer system subject to grease blockages <br />and establish a cleaning maintenance schedule for each section. Identification of these blockages and • <br />their causes is usually based on blockage history, line investigation, and inspection of FOG <br />dischargers (such as the 500+ restaurants within San Marcos). Hot spots can then be addressed <br />through more frequent cleaning, targeted outreach, and additional regulation on FOG discharges. <br />Key elements of the proposed FOG control program include the following: <br />1. Identification & Sewer Cleaning -Identify areas or line segments of the wastewater <br />collection system subject to grease stoppages and establish a prioritized preventive cleaning <br />schedule for each area or line segment. <br />2. Source Control -Develop and implement source control measures for each area of the <br />wastewater collection system identified, for all sources of grease that may be discharged. <br />3. Facility Inspection -Inspect grease-producing facilities, with priority given to previously <br />identified problem areas. <br />4. Legal Authority -Ensure legal authority to prohibit discharges to collection system, as <br />appropriate. <br />The City of San Marcos wastewater staff has developed a plan to address grease within the <br />collection system. The proposed plan undertakes the following tasks: <br />1. Prepare draft FOG ordinance -Staff will prepare a Draft FOG ordinance for review by the <br />City Attorney. In addition, staff will prepare a FOG Policy Statement that will present the <br />following: <br />2. Legal Authority to Inspect and Sample <br />3. General Requirements of Food Service Establishments and Haulers • <br />4. Construction Standards for New and Existing Facilities <br />
