The City Council wishes to have meetings of the City Council and of City boj! J ~ <br />commissions conducted in a way that allows the business of the City to be effectively conducted. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 2, ADMINISTRATION, <br />OF THE CITY CODE TO ADD A NEW SECTION <br />2.045 ESTABLISHING RULES OF DECORUM <br />FOR CITY COUNCIL AND CITY BOARD AND <br />COMMISSION MEETINGS; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING <br />FOR PENALTIES. <br /> <br />2. The City Council wishes to ensure that members of the public who attend meetings of <br />the City Council and of City boards and commissions can be heard in a fair, impartial and <br />respectful manner. <br /> <br />3. The City Council wishes to ensure that meetings of the City Council and of City <br />boards and commissions are conducted in a way that is open to all viewpoints, yet free from <br />abusive, distracting or intimidating behavior. <br /> <br />4. The City Council wishes to ensure that the rules governing decorum at meetings of the <br />City Council and of City boards and commissions are understood by persons attending the <br />meetings. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1. Chapter 2, Administration, of the City Code is amended by adding a new <br />Section 2.045 to read as follows: <br /> <br />Sec. 2.045.
