<br />within the 81.2 acres floodplain area and the intensity will not be as great as the <br />planned uses for the two lots.. The parking lot location will minimize impact on the <br />floodplain areas which constitute the Pecan Bottomland. <br /> <br />D. Air and water quality, water resources/hydrology. The establishment of trails on the <br />project site will not impact air and water quality. Water quality is currently being <br />impacted by existing vehicle trails across the project site. Water quality will be <br />improved by not allowing vehicles on the floodplain areas of the site. The onsite and <br />offsite hydrology will not be impacted. Sedimentation and filtration ponds will be <br />utilized to eliminate or diminish greatly the pollution caused by "non point source <br />pollution associated with all impervious cover. <br /> <br />E. Historic or archaeological resources. There are no known historic or archaeological <br />resources on site. Since the Project site is privately owned at this time, no request for <br />historical or cultural resources clearance has been made. <br /> <br />F. Transportation/access. Access to the project site will be increased for pedestrian, <br />bike, and equestrian traffic, but vehicular access will be limited to the currently <br />planned streets and parking lots. . <br /> <br />G. Consumption (or savings) of energy resources. Developing the floodplain area of <br />approximately 81.2 acre for natural use rather than an intensive park development <br />with irrigation systems, buildings and lighted fields, will result in a considerable <br />savings of energy resources. There is no plan to bring utilities out to the <br />approximately 81.2 acre floodplain area of the proposed park. <br /> <br />H. Socio-economic effects. The population of Hays County was 65,614 persons in 1990, <br />and using the 1990-1998 migration scenario, the county population is projected to be <br />88,692 in the year 2000; 121,657 in 2010; 159,658 in 2020; and 198,176 in 2030. <br /> <br />The population of Hays County is considered to be predominately non-Hispanic <br /> <br />City of San Marcos Blanco River Preserve, Phase I <br />ENVRIONMENT AL ASSESSMENT <br />Page 11 of 14 <br />
